Reviews were detailed status assessments based on industry standards such as the PMI PM Book of Knowledge, the American National Standards Institute (ANSI) 748 Standard for Earned Value Management Systems (EVMSs), the Software Engineering Institute (SEI) Capability Model Integration (CMMI) and the Federal Acquisition Regulation (FAR). • Identified opportunities to improve engagement quality and risk performance; recommended process improvements; has collaborated with client teams to increase quality and risk scores by 32% in 2 years.• SARs remediated contract at-risk activity; identify sources of profitability / cash flow shortfalls; drove adherence to Deloitte’s Defense Contract Audit Agency (DCAA) operating requirements.Instrumental in architecting and currently leads the Deloitte Consulting Federal Services Earned Value Management (EVM) Solution; lead development of EVM solution delivery methods and marketing materials, supports proposals, and leads the development and delivery of EVM training for 350+ professionals. Served as Solution Architect for Deloitte’s Acquisition and Program Management Community of Practice.• Air Force Network (AFNET): as project manager, conducted a risk and quality assessment of the $142M strategic program; assessment resulted in 8 priority and 62 detailed recommendations to enhance operational effectiveness of the current Active Directory and Exchange migration and successful future AFNET implementation and operations.• U.S. Food and Drug Administration: served as EVM SME on a $12M engagement to elevate program’s EVMS structure to align with the ANSI 748 Standard.PMI Project Management Professional (PMP) and AACE Earned Value Management Professional . He has an active Top Secret security clearance.

Lead SARs for commercial, federal, and state / local government consulting engagements up to $14M in revenue annually and served as project manager and PM SME for internal corporate strategic initiatives.• Served as the PM Lead for the BearingPoint Transformation Office (BTO) to oversee enterprise transformation initiatives to define target markets, improve profitability, take-out operating overhead costs, align executive compensation with corporate performance, and leverage people as the company’s principal asset. The Transformation resulted in BearingPoint’s reporting of accurate and timely financial statements to the public.• Bank of America (BoA): served as project manager, provided program and organizational change management assistance to the bank’s EPMO that resulted in a strategic plan that linked EPMO objectives across a 5 year time-horizon to the BoA corporate strategy. Given the bank’s strategic emphasis on Six Sigma, all deliverables developed within the context of Six Sigma Define-Measure-Analyze-Implement-Control Framework. • U.S. Navy Program Executive Office for IT (PEO IT): established a strategic plan to include performance metrics for measuring strategy achievement; assisted in the build-out of the PEO IT Enterprise Program Management Office (EPMO) infrastructure.• Aventis Pharmaceuticals: sold and managed a Program Management Capability Assessment and Enhancement engagement for Business Solutions Group. Assessed current state PM tools, process, and work force competencies; defined capability end-state; defined current - future state gaps; developed a plan to reach target capability end-state.• AT&T: managed the implementation of a PMO for an Ariba Buyer implementation that provided the tools, processes, and training for the overarching management infrastructure to provide issue, risk, document, and scope change management as well as executive reporting and cross-team collaboration.

Managed information system consulting projects with emphasis on business intelligence systems and data warehouse initiatives in a client server environment. Determined system requirements with executive users, performed business analysis and system design, and participated in business development initiatives including proposal development, pricing, and marketing presentation delivery. • NASDAQ Stock Market: served as project lead and lead business analyst for expansion initiatives of data warehouse; lead sub-projects to integrate key data warehouse subject areas with NASDAQ trading and quotation systems based on the System Development Life Cycle; designed data warehouse graphical interface for NASDAQ executives. • Cigna Corporation: managed and served as lead analyst for development of a business intelligence prototype for Human Resources that addressed operating expense performance, project milestone achievement, and labor force management. • Merrill Lynch & Co.: served as senior business analyst in the design and implementation of a business intelligence system for the Chief Financial Officer and other Capital Markets Group executives. The system related exposure of equity, fixed income, foreign exchange, and derivative instruments to business unit profitability.
