The water team has a strong specialism in economics and finance, alongside broad experience in the key policy issues such as service sustainability and sector performance monitoring. All our analysis is bespoke, underpinned by a strong emphasis on capacity building and local insights from our permanent offices in Africa, Asia and Europe. Heading the WASH section at UNICEF Malawi in support of the following components. - Improving SWAp by strengthening government systems for coordination, development of Performance Measurement Framework and institutionalisation of an annual Sector Performance Report feeding into the Joint Sector Review process for identification of key policy level sector undertakings;- Facilitating the development ODF Malawi Strategy- Market research into sanitation for rural areas including novel new design based on corbel structure for stronger, longer lasting toilets- Facilitating design of National Hand Washing Campaign and developing more effective strategies for promoting hand washing including specific HW triggering tools complimenting CLTS and developing simple indicators for actual hand washing practice- Improving systems for effective decentralised management for the delivery of WASH services;- Improving water supply sustainability through a quality assurance study investigating processes involved in delivery borehole water supply services;- Supporting the development of a National Drinking Water Quality Monitoring Strategy by conducting a study on bacteriological water quality of water sources (shallow wells/boreholes)- Supporting self supply where private sector directly supplies services (through manual drilling, rope pumps etc) to meet individual households water supply needs.- Initiating a review of School Toilets and Hand Washing facilities for the development of School Sanitation Standards (through Min of Ed) on standardising the low-cost design options of toilets, urinals and hand washing facilities; - Attracting local funding to UNICEF WASH programme inlcuding $23 m from EU and $25 m from Dfid

Adviser for the Rural W&S National Target Programme II based in at the Ministry of Agriculture and Rural Development. This programme (total budget ~1 Bn USD) was supported by 4 donors (Danida, AusAid, Dutch and Dfid) through sector budget support. Activities related to this position include:• PPP in piped water supply using OBA approach – pilot and roll out;• Support to out sourcing of private sector operators for piped water supply schemes• Support to development of national tariff framework.• Support to rolling out sanitation marketing for latrines.

Chief Adviser to Directorate of Water Development (DWD), Ministry of Water and Environment responsible for Rural W&S, Urban W&S, Water for Production and WRM. This government programme (total budget around 300 m USD) was supported by 5 donors (Danida, Sida, Austria, GTZ & Dfid) and included both sector budget support and capacity building support. Advisory role covered support to:- Sector policy development, strategic planning and institutional development for improving performance of decentralised W&S service delivery; - Budgeting and planning for the sector including development Sector Investment Model; - Sub-sector reforms including increased private sector participation, demand responsive approach, improved community participation in planning, pro-poor strategy, effective sanitation and hygiene promotion. - Initiating and supporting the National Hand Washing Campaign;- Scaling up innovative sanitation approaches and regular support to the National Sanitation Working Group;- Establishment and support to software working group to oversee role out of key participatory approaches for local authorities; - Development of PPP for small towns piped water supply using an GPOBA approach; - W&S sector input to the Northern Uganda Reconstruction Programme;- SWAp by supporting the Sector Working Group, Joint Sector Reviews and thematic working groups established to oversee sector undertaking and reform agenda; - Donor (and NGO) harmonisation in the sector covering agencies such as UNICEF, WSP/WB, AfDB, EU, Danida, Sida, Austria, Dfid, GTZ, KFW, Jica, SNV, WaterAid, UWASNET, Plan.- Sector Performance Framework for regularly assessing sector performance; - Organisational development of DWD and MWE;- Joint Partnership Fund (Danida, Sida, Austria, GTZ, Dfid) establishment and regular support for capacity building support to the sector;• Overall coordination of technical assistance for the sector;

Sector Adviser, WSS Sector Programme SupportResponsibilities: Establishing and heading the Programme Support Unit of Danida’s Sector Programme Support for the Water Supply and Sanitation sector in Bangladesh. This component provides support to GoB for implementing the National Policy for Water Supply and Sanitation. PSU plays a facilitatory role in the following priority areas of support to the sector:- Increasing capacity of local government institutions (both rural and town councils) for decentralised deliver and scaling up of improved W&S services and technologies; - Scaling up of improved hygiene and sanitation strategy for the programme including participatory techniques, sanitation marketing and total sanitation. - Sector coordination for hygiene/sanitation promotion including training workshops on participatory techniques;- Sector coordination and monitoring by formulating a Sector Development Framework, establishing and supporting National W&S Forum, initiating institutional reforms, developing a regulatory framework and sector level M&E system; - Private sector participation in service delivery (particularly in town supply where private sector options such as service contract and BOO/BOOT are being piloted);- Strategies/mechanism for poverty alleviation such as micro-credit financing for W&S facilities;- Support to the Arsenic Mitigation Programme including household water filter technologies and rain water harvesting;- Liaison with other sector agencies including relevant ministries, NGOs (NGO Forum, WaterAid, IDE, Brac, CARE) and relevant donors/agencies (UNICEF, WSP, WB, WHO, Danida, Dfid, The Netherlands, SDC, USAid

Establishing the Programme Support Unit designed to tackle the "software" components of WaterAid's rural WSS projects. Activities included:- Introducing programme strategy for community participation approach in planning water system and promoting hygiene behaviour and sanitation.- Preparing communication support materials and organising printers.- Human Resource Development.- Gender analysis.- Community management (financial management, O&M, committee organisation, rules & regulations).- Monitoring and evaluation (including community based monitoring).- Capacity building at local level, usually Community Based Health Care groups (CBHC).- Liaising with government officials at central, provincial and local levels, integrating Resistant Committee (Political system) and local institutions (Religious, etc) in all water and sanitation activities.- Training staff (TOTs) from WaterAid and partner organisations (NGOs, CBHC and local government) on community participation, community management and promoting sanitation & hygiene behaviour via participatory workshops and "on the job" training (over 100 staff trained).- Project design, budget, and proposals.Much of this work involved developing participatory methods (adapted from PRA & PROWWESS) for community planning of integrated water supply and hygiene/sanitation activities. New participatory techniques were specifically developed for helping communities select behaviours for change and promote hygienic practices. Project technologies included gravity water supplies (serving up 75,000 population), hand dug wells, tubewells, spring protection, VIPs and sanplat latrines. Recruit and managing 10 core staff.

Punjab Rural WSS Project (Funded by ADB).Positions Held: Team Leader/Community Development AdviserResponsibilities: Team leader of consultants for institutional strengthening of the Public Health Engineering Department (PHED) so that future rural piped water supply and drainage schemes are managed by communities and not, as currently practised, by PHED. Main duties included:- Establishing Community Development Unit (CDU) within PHED.- Developing implementation strategy/methodology with community participation as an essential part of the decision making process.- Developing needs assessment criteria to ensure demand driven process.- Recruiting consultants and CDU staff.- Preparing training programme and facilitating training workshops and on-the-job training for CDU staff on participatory techniques for planning water supply scheme and promoting sanitation and hygiene behaviour, gender issues and TOT for community management (<100 staff trained).- Establishing Management Information System (MIS) and procedure for monitoring & evaluation.- Liaising with other government departments at provincial and district levels (namely LG & RDD and MoH) to co-ordinate activities and establish inter-departmental teams of fieldworker at the local level.- Conducting participatory workshops to involve staff from all levels in designing the implementation strategy

Khon Kaen, Thailand

Research Project entitled: "A hygiene intervention study designed to reduce the incidence of diarrhoeal disease in northeast Thailand" (funded by DfID (formerly ODA)). Project author and leader of this interdisciplinary study that successfully demonstrated an improvement in hygiene behaviour and a reduction in diarrhoeal disease as a result of the intervention. Activities included:- Preparation of project proposal and successful application to ODA;- Project administration, budgeting, logistics, transportation and procurement;- Liaising with government health personnel at central and provincial levels for authorisation and cooperation;- Developing communication strategies ('social marketing' approach) and technologies for promoting hygiene messages in rural communities;- Preparing communication support materials and organising printers.- Developing simple indicators of hygiene behaviour (including spot observation and fingertip microbiology)- Managing laboratory for bacteriological analysis- Integrating activities of district health centres, health volunteers, local government, Buddhist temples, village hierarchy, CBOs, schools and school children- Sociological and anthropological methods for evaluating these strategies in terms of message delivery and behaviour change- Statistical and epidemiological analysis- Supervising visiting Masters research students- Training project staff and partners (Teachers, village key personnel, health officials and volunteers)Links were established with local Universities and relevant NGOs. Project findings actively disseminated to Health Department (Thailand), and NGOs in Cambodia & Laos. Referee for WHO research proposals. Village water/sanitation technologies included open shallow dug wells, tubewells, rain water harvesting, reticulated small bore piped water schemes and pour-flush latrines (populations from 200 – 3,000).
