I'm wondering just how many people involved in education at any level -- parent, pupil, teacher, governor etc. value inspection reports? What is their value? Parents choose schools for good reasons so let's go down the Finnish route, super train our headteachers, test their ability to lead as opposed to manage, then actually put them in charge and move forward . Oh and save a lot of money which can be diverted to classrooms.
