Appointed by CMA-CGM to oversee the Human Resources Management and Development programmes in one of Europe’s largest container terminals. Reorganisation efforts resulted in improvements in productivity and financial results.

Appointed by the Minister of Finance to act as the Executive Secretary of the Government Privatisation Unit, which was entrusted with the implementation of the Government’s privatisation programme. The fist task was to write the Government of Malta’s “Strategy for Privatisation”. This document listed the motives for privatisation, explained the international privatisation experience, listed the entities and services that could be privatised, recommended the methods for privatisation and finally outlined a plan of action. The document served as the basis of the White Paper on Privatisation issued with the 2000 Budget. The second task was to prepar a register for consultants. He also prepared a document recommending measures for a communications strategy for privatisation. In his work, I worked closely with World Bank officials. Together with the Chairman of the Privatisation Unit and later on a Transaction Manager, we, appointed the Unit’s consultants for each transaction, on a case by case basis.Part of my brief also included drafting the necessary legislation. I was responsible for managing the activities of one of the largest container terminals in the Mediterranean. This also included direct involvement in financial management of the terminal, personnel training and development, implementation of IT systems for the terminal and introduction of a quality control system that achieved ISO 9002 status and ISPS.

The primary role was to set up the training centre and to design human resources development programmes for employees. Eventually, the training centre ran port management development programmes for managers from Commonwealth countries in the Caribbean, the Pacific, Indian Ocean, Africa and Asia.During this time, I also served as PA to the Chairman of Malta Freeport Corporation and Company Secretary.
