Provides expertise in: conducting incident investigation and root cause analysis for the nuclear power industry and industrial concerns; nuclear materials regulation; and radiation safety program management for hospitals, medical clinics, research and development facilities, and industrial concerns.

Provides root cause analysis (RCA) expertise and training utilizing a number of analytical tools (e.g. Hazard-Barrier-Target Analysis, Events and Causal Factors Charting Analysis, Change Analysis, Fault Tree Analysis, Management Oversight and Risk Tree Analysis) for the nuclear power industry and industrial concerns, including preparation and support for NRC supplemental inspection activities (95001, 95002, and 95003).Participated in the successful recovery from PI&R cross-cutting issues at US nuclear plants serving as a mentor to investigation teams and teaching/training organizations in RCA and incident investigation. Led MORT-based analysis of failures at Browns Ferry and Farley nuclear power plants. Especially skilled in mentoring teams, the application of MORT Analysis, the evaluation of management system and organizational failures, and the application of the safety culture assessment process.

As a Division Director and Branch Chief with the NRC, led a highly experienced nuclear materials inspection, licensing and decommissioning staff. This involved management oversight of the inspection, licensing, and decommissioning activities of over 1200 licensed users of radioactive material (decommissioned nuclear facilities, industrial radiographers, portable gauge users, irradiator operators, physicians, radio-pharmaceutical manufacturers, academic institutions, and research and development facilities) across an eight state region; and the coordination of policy and program activities, including enforcement and allegation follow-up with NRC headquarters offices, other federal agencies, states, and local governments.Evaluated the potential environmental impact of proposed uses of radioactive material. Developed Commission regulatory policies, procedures, and licensing guides for radioactive material use. Responded to numerous events involving radioactive materials, responsible for coordinating inspection activities. Coordinated a highly successful national Nuclear Pharmacy Workshop which attracted major manufacturers, nuclear pharmacy’s, State of Illinois Department of Nuclear Safety, various State Boards of Pharmacy, FDA, and the Chairman of the American Pharmacy Association.Management oversight of a shipment of over 50,000 curies of cobalt-60 to a waste broker from a sealed source manufacturer which required extensive process knowledge and communication skills; involving meetings with local politicians and the public.Led an Augmented Inspection Team to evaluate the root causes of manual brachytherapy medical events involving five patients, three of which sustained injuries as a result of the medical events. Also, led the public exit meeting presenting the findings of the Augmented Inspection, attended by members of the public and covered by three newspapers and affiliates of ABC, CBS, and NBC television.

Led a dynamic and highly successful nuclear medicine department, supervising four technologists and one administrative assistant.

Effectively performed numerous diagnostic and therapeutic procedures, responsible for patient care and routine operations in the nuclear medicine department.
