I am a transformational leader that guides the evolution of the CDPH public health technical landscape. This is a very complex continually evolving, responsive, health centric ecosystem which is focused on meeting on-going public health needs and emerging public health threats. As the Chief technology Officer I am responsible for providing direction and leadership for to ensure the development, support, and continuous improvement of operations and activities of the IT Services Division. As the Assistant Deputy Director, Information Technology Services Division I‘m responsible for the development, implementation, and fulfillment of the California State Lottery’s Technology Strategic Plan and setting the strategy for future innovation that maximizes our IT ecosystem to better meet the Lottery’s business needs and goals. Act as a representative of the Lottery for internal and external areas of strategic support to ensure new technologies and opportunities expand the Lottery’s digital services and customer experience securely and effectively.I strive to provide leadership, support, and direction to the following functional areas within Lottery: Business Intelligence (BI) and Analytics, Gaming Management and Services, Digital and Interactive Services, Enterprise Project Management Office, Enterprise Architecture Office and IT Security.

As the Chief Enterprise Architect for the Department of Health Care Services (DHCS) I was responsible for ensuring all aspects of projects (Business, Information, Technical and Application Architecture) within the DHSC Enterprise Portfolio align to the stated direction of the DHCS Health Care Innovation Strategy. In addition to leading the Department’s efforts on current and future projects to achieve the desired Medicaid Information Technology Architecture (MITA) maturity level by defining the Enterprise Technical Management Strategy, the Business and Technical Services, the Application Architecture, Technology Standards and populating the MITA Technical Capabilities Matrix. Through understanding the Department’s current AS-IS state and develop tactics and strategies necessary to move to a future state Target Architecture across extremely complex disciplines of Business Process Management (BPM Life Cycle), Information/Data Strategies (Business Intelligence, Data Modeling/Standards), and Technology Solutions (Legacy, Cloud Computing, Shared Services).

While in the role of Agency Enterprise Architect I responsible for setting the vision and direction for the California Health and Human Services Agency (CHHSA) future state architecture vision and managing the Enterprise Architecture (AEA) program. Partnering with the CHHSA departments and offices to align enterprise strategies that improve the quality and efficiency of the Agency’s programs while meeting State and Federal goals. Identify opportunities and facilitate the vision of effectively leverage investments in both programmatic and operational services as a strategy to drive value in the following focus areas:• Collaborative delivery of projects through an enterprise shared services strategy - Identify shared services to address common business needs.• Collaborative delivery of projects through an enterprise shared services strategy - Identify and promote shared data and service opportunities. • Consolidate technology infrastructure administration and services- Common infrastructure leverages core competencies to provide benefit and reduce redundant investment in costly assets.Providing oversight and guidance to departments during the Agency IT Capital Planning initiative to assist in the development of project concepts and FSRs utilizing EA methodologies, portfolio management concepts and strategic planning methodologies. As a member of Franchise Tax Board’s Enterprise Architecture Council (EAC) I was responsible for the facilitation of all phases of Enterprise Architecture (EA) visioning, strategy, and communications; including the planning, development, and implementation of critical enterprise-wide EA solutions, architectures, initiatives, and disciplines (e.g. IT Strategic Plan, IT Operational Model, and the IT Target Architecture Model). Additional duties included: making decisions with regard to EA artifacts design, principles, and implementation; participate in EAC maturity and development; establishing architecture, design, and technology principles and guidelines; measuring returned on investment (ROI) value of IT strategies and goals; and communicating critical messages and presentations (to staff, peers, and upper management) regarding enterprise strategic direction, findings, and programs.

My responsibilities included providing academic leadership and developing an effective learning environment for students, while teaching a wide range of media courses from introductory to advanced, as well as, support senior-level research projects. All teaching assignments incorporated real-world implications and were presented at all levels of the Multimedia Design and Production Program, with an emphasis in Web Technologies at an introductory and intermediate level.
