 Established processes and best practices to enable consistent program management and reporting.  Implemented an end-to-end planning and reporting process beginning with the initial Request for Proposal through full-rate production. This reduces the need for re-planning and enables more consistent forecasting.  Ensured proper use of change control and developed guidelines for updating cost and schedule plans.  Held weekly standups with division management to provide updates on technical status, enable smoother personnel shifts between projects, and develop strategies for in process proposals.  Trained engineering and program management teams on the use of Microsoft Project to comply with DCMA guidelines and Cobra to enable collection of earned value metrics and generate monthly reporting.  Instituted the use of resource loaded schedules at the proposal stage in addition to creating a resource management tool to track personnel usage across programs.  Assisted in the transition from a department centric organization to a full matrixed organization.  Streamlined the Earned Value Management process and introduced Cobra as the standard reporting tool for projects within our division.  Developed resource loaded Integrated Master Schedules, pricing volumes including production pricing, and sections of management volumes in over a dozen proposals.  Participated in company wide effort to standardize the Work Breakdown Structure, schedule templates, and other planning tools for creating consistent, actionable baseline plans.

 Developed tools and processes to implement earned value management from scratch with a team of three.  Primary point of contact for all application and tool development and maintenance.  Built several tools for time-phased cost/obligation planning and management as well as a travel estimator to better anticipate the cost of travel for employees and contractors.  Integrated various business systems for seamless financial reporting utilizing Excel and other tools.  Implemented companywide changes in cost collection at the Work Package level by working with Accounting, IT, Acquisition, and project team.  Implemented Deltek Cobra for EVM reporting and established ODBC connection between Primavera P6 and Deltek Cobra for monthly reporting.  Performed project month end close by taking raw data from Accounting System, formatting it for Deltek Cobra and loading status from the project Resource Loaded Schedule, which resided in Primavera P6 into Deltek Cobra.  Performed all validation and verification activities to ensure accurate reporting.  Successfully held an Integrated Baseline Review that validated our methodology and allowed us to move forward with implementing and using earned value management.  Implemented change control on baseline and estimate to complete liens incorporation.  Consulted with Project Element Managers to develop a realistic and efficient baseline to achieve the science requirements, cost constraints, and schedule constraints.  Collected and reported on project contract accruals and other ad hoc reporting.

 Developed unified analysis spreadsheets for the IPA (Independent Performance Assessment) group.  Provided detailed analysis for the Nuclear Spectroscopic Telescope Array (NuSTAR), Aquarius, and Mars Science Lab (MSL) flight projects while they were in Phase C/D.  Spearheaded a trend study to compile over 10 years of flight projects into a database for use in estimating future cost and schedule.  Decreased required number of months' actuals for final cost and schedule estimation using trend data and performance metrics.
