I led government support for heat networks and their contribution to net zero, including operational oversight of £490m capital, £20m pa revenue budget and multidisciplinary team of 60FTE. I was responsible for the long term sector transformation programme, including successfully securing funding for the Heat Networks Investment Project, the Green Heat Network Fund and the Heat Network Efficiency, designing and delivering the schemes to help meet carbon budgets.I developed a supportive environment for UK growth of heat networks, taking down the barriers and articulating the £60-80bn investment opportunity for the sector. This included securing the Heat Networks Market Framework and Heat Network Zoning within the Energy Bill, securing enhanced consumer protections and ease of development and delivery of heat networks for the market.

I joined the newly formed Heat Networks Delivery Unit to support Local Authorities in the expansion of heat networks across England and Wales. I provided guidance on issues around commercial structures, procurement options, governance, financial modelling, negotiations and business case development. My personal portfolio was 25 Local Authorities and 40 projects.

I worked as a Senior Project Manager within an Economic Regeneration team at London Borough of Sutton. The main project I worked on was the Sutton Decentralised Energy Network with responsibilities covering:• Ensuring political and key stakeholder buy in for the project• Produced all necessary reports to support investment including recommendations of governance structure and finance• Liaised with funders (including Green Investment Bank, London Energy Efficiency Fund, GLA and PWLB) to assess most competitive terms and gain support for the scheme• Leading negotiations between the Council and a waste contractor as heat supplier and developer as heat consumer to establish price, terms and continuity of supply• Managing the Council’s procurement of specialist legal support and working with the appointed team to draw up and agree formal contracts• Working with appointed consultants to manage their outputs and use of resource• Developing, testing and critiquing the financial model for investment in the networkI am also leading on:- Growing the Green Economy- SuperConnected Cities- SMEs and the Council's supply chain- Restructuring and relaunching the investment offer for Sutton

Since April this year I have been engaging with SME's to help them reduce energy consumption in order to increase profit and become more environmentally sustainable. As part of this venture I am currently working on behalf of Energy Saving Trust helping Birmingham City Council meet their Carbon Reduction Commitment and carbon management responsibilities.Work has included:•Delivered the Carbon Reduction Commitment in 4 months for the Council covering 2,000 sites equating to a reported tax liability of £2.2 million•Put in place systems and processes to ensure improvement in the accuracy of data and ease of reporting in future years as well as co-ordinating knowledge transfer to other officers•Responsible for assessing and developing invest to save opportunities across the portfolio including AMRs, energy efficiency and alternative energy retrofit•Completed work linking CRC data into Council’s fixed asset register to improve compliance•Carried out assessment and made recommendations for improvements in the top twenty energy consuming buildings•Managed both the internal and external audit process•Supported the implementation and data migration between energy management systems

I worked with Royal Borough of Greenwich Council to continue the high standard of CRC work already completed, improve the energy management processes through the Council and help the Council make good decisions around energy consumption, generation, procurement and management.

•Managed and delivered a Local Authority support programme to 21 Councils focusing on improving the way they address climate change and sustainability strategically, as part of the delivery of their service and as community leaders•Linked in other business services due to having excellent client relationships and helped meet Key Performance Indicators

•Project managed a solar thermal system installation scheme with budget of £100,000 delivering carbon reduction savings and other non-cashable benefits•Dealt with all technical queries relating to energy efficiency, sustainability and renewable technologies

•Led a team of between two and ten people in delivering quality products and excellent customer service through efficient and effective management•Learned workings of a small business and contributed to the formation of business strategy, marketing, branding and use of Geographic Information Systems to improve business performance
