Responsible for the overall direction, coordination and evaluation of all functional areas of the Customer Utilities business unit including distribution line operations, substation maintenance, distribution engineering, water / wastewater operations and customer service. Overall budget responsibility is approximately $30M.Member of the Senior Management Team providing operational direction and policy recommendations for the District. Champions and contributes to the development and achievement of District wide strategic objectives.Presents strategic and operational information to the Board of Commissioners, public, media and appropriate stakeholders on a frequent basis.

Responsible for the overall direction, coordination and evaluation of all functional areas within customer service including all billing related efforts, marketing, conservation/energy efficiency and general customer service. Overall budget responsibility is approximately $3M. Facilitated resolution of a wide variety of challenging customer service issues.Directed all efforts updating and approving changes to District rates, regulations and policies, typically conducted on an annual basis with a focus on meeting revenue requirements, compliance with industry regulations and leveraging opportunities to streamline and enhance rates, regulations and policies focusing on customer satisfaction.Led the District’s rates and policy working groups. Established a suite of customer service performance metrics. Implemented several automated technologies including: water automated meter reading and paperless billing.Strategically championed the implementation of a 1st quartile Customer Information System that was delivered on time and within budget.Developed the conservation group to meet the requirement of Initiative 937 which mandated programs aimed at achieving all feasible and cost effective conservation.Member of the negotiating team responsible for the purchase and sale of several District systems including the sale of a satellite sewer system to a municipal organization and the purchase of a municipal electric system.
