This position is full deputy to the Chief, Engineering and Construction Division, an executive position. I share responsibility for managing the District's engineering and construction programs that include Civil Works water resources projects, Military Installation engineering and construction, as well as EPA Superfund projects and projects for other agencies. I exercise full and concurrent authority with the Chief in planning, supervision, management, direction and review of all policies, programs and operations involving the functions of the Engineering and Construction Division and its 200 employees. I review and approve independent government esyimates, pre- and post- negotiation objective memoranda, technical products, plans and specs, BCOE certifications, and AE and construction contractor performance evaluations. I chair all AE selection panels. I oversee business activities of the division to include direct and indirect labor, training, organization status, and progress/work product status reviews. I have overseen QA improvement processes and chair QA review boards for all products. I mentor and coach staff members as well as advise others.I am Member status with ASCE. I am DAWIA certified as Level 2 in Facilities Engineering.

This position is the principal staff assistant to Chief, Engineering-Construction Division and the District representative for all construction activities. I manage a large multi-million dollar construction program consisting of military, civil works, Superfund, and support for other agencies. Program includes major military buildings, airfields, bridges and roads, clean up of hazardous waste sites, dams, flood control channels, shore protection (beach fill and jetties, groins, and seawalls), power lines, underground utilities, wastewater treatment plants, etc. I oversee 130 professionals through office staff, a quality management section, and activities at six resident engineer offices, five project offices, and one major construction management office. I actively participate in and oversee performance of bid reviews, biddibility/constructibility/operability/environmental reviews prior to advertisement (BCOE), technical aspects of contract awards and modifications, construction progress, schedules, negotiations, claims settlement, field quality assurance and oversight processes, safety, and training. I am an authorized representative of the contracting officer (COR) for construction and A/E contracts. I chair District Source Selection and Evaluation Boards for all best value contracts to include design/build and design/bid/build. Regionally and Corps-wide I am a recognized expert in design-build construction and acquisition strategy processes. I am the District’s Defense Acquisition University career program manager for engineers and scientists involved in construction contract administration. In this role I assist and guide staff engaged in Defense Acquisition University training to plan and select course work and create Individual Development plans.
