Responsible for the servers and staff supporting Quantitative Analysis and Applications Development using SAS Software. Lead the development of the System Architecture for the Consolidated Data Base project as well as the Quantitative Services project. As a certified Data Architect, I performed these duties earning an outstanding performance rating. I was also responsible for writing SAS programs and reviewing SAS code from other programmers. On the Quantitative Services project, and assisting the programming efforts of Analysts that are developing reports directly to Congress. This work required the development of a variety of reports including graphs and maps to be included in the report or memo. Responsible for negotiating the Contract for SAS Software that in 2005 resulted in a savings of $110K and in 2006 resulted in a savings of $60K for CRS.

Responsible for designing data systems and team leader for contract to the Library of Congress with 5 other people on the contract. I designed and managed the development of a Government Information Factory for the Congressional Research Service of the Library of Congress. This effort to build a SAN based system for quantitative and qualitative analysis of data was under contract to the Technology Office in the Office of Legislative Information. This enterprise wide system will support librarians and analysts throughout CRS.

I performed Quality Control on the Strategic Vision Product, negotiated product integration with other software, and ensured that the software meets or exceeds the market requirements for Strategic Performance Management applications. I was liaison to the Balanced Scorecard Collaborative earning certification of Strategic Vision as Performance Management software product for Balanced Scorecard initiatives. I managed product development while my manager was on maternity leave. I presented at many conferences and customer meetings with senior management of government and business on the automation of strategic performance data exploitation. I was a business advisor promoting and negotiating for the needs of major accounts, working with functional managers to improve utilization rates, communicating results of resolved disputes to clients. I was a specialist on Performance Management projects assessing the readiness to automate Balanced Scorecard initiatives.
