Launched and managed ENERCON’s Sacramento environmental consulting office. Responsible for overseeing all aspects of environmental programs, health and safety programs, project management, engineering activities and business development conducted from this office. Program management included soil and groundwater characterization studies, all phases of Environmental Site Assessment (ESA), remediation, permitting, hazardous waste management, and risk management solutions for commercial and government clients.

Served as the program manager for an Environmental Protection Agency (EPA) Brownfield Assessment Grant-sponsored Brownfield Program. Supervised All Appropriate Inquiry (AAI)/EPA compliant Phase I and II ESAs that targeted underutilized properties within Sacramento County, which exhibited a high redevelopment potential to business owners, developers, and homebuyers. The program included advertising, preparing community handouts, and conducting six neighborhood workshops to solicit applicants for the Brownfields Program. Confidential consultations were conducted with applicants/property owners prior to initiating Phase I and Phase II assessments. EPA compliant project plans were developed for the program. Served as state-wide program manager for a residential developer. Conducted and managed Phase I and II ESAs, site remediation, building materials surveys, export/import material manifesting and profiling, and hazardous waste management in California.Served as the project manager for a site characterization project at a Sacramento Mid-rise Brownfield Redevelopment project site. The investigation was sponsored by an EPA Brownfield Assessment Grant. The media investigated included soil, soil gas, and groundwater. The primary contaminants of concern were trichloroethylene (TCE) and hexavalent chromium in soil and groundwater. The primary methods of contaminant mitigation were the development plans for the project which included soil excavation and large scale construction dewatering for a planned subsurface parking structure.

Served as a Task Order Manager for hazardous waste site investigations for Caltran’s Northern and Central contract regions. Projects included initial site assessments, groundwater monitoring, aerially deposited lead investigations, hydrocarbon investigations, geophysical surveys, naturally occurring asbestos investigations, and historical property evaluations.Managed the cellular tower and antenna facility siting program. Scope included ESAs, SIs, building materials assessments, lead-based paint surveys and coordination of National Environmental Policy Act of 1969 and Section 106 of the National Historic Preservation Act of 1966 compliance. Completed all components of Phase I ESAs and Geological and Environmental Hazards Assessments for Shaw Environmental’s California Schools Compliance Program at over 50 school sites. The program was coordinated under direct oversight of DTSC and the California Department of Education. Performed PEAs and support risk assessments for northern California schools.Managed commercial due diligence program for multiple clients. Program included Phase I ESAs, asbestos containing building materials, lead-based paint, and mold evaluation and assessment.
