A primary focus on developing and executing projects funded by multilateral and bilateral development organizations. While in this role, I built regional partnerships with development institutions, governments, NGOs, and private sector actors, meanwhile working with Trimble’s various business units to develop unique solutions for developing nations, primarily land titling, natural resource mapping, geodetic infrastructure, and agricultural applications. As a highlight, I created and completed export-credit finance project for geospatial technology in China; the first of its kind for Trimble.

Working in rural China, this role consisted of constructing cost-benefit and economic impact models for a large-scale cadastre and land management system and developed cash-flow model to supplement Anhui Province loan application to multilateral development agencies. I worked with local officials and farm communities, as well as technology companies, to model social costs and benefits of land registry system implementation, including impacts on credit markets, government subsidies, and social equality. As an additional and rewarding final component of the job, I developed classification system linking system costs to spatial technology solutions for comparison by national-level government offices.

In this role, primarily based in Beijing, I spearheaded establishment of the Peking University-Lincoln Institute Center for Urban Development and Land Policy in Beijing and built primary operations structure to manage an annual budget of USD2 mil. In the role, I built partnerships with Chinese government entities working to improve urban, land, & fiscal policy and conducted periodic analysis of urban expansion, planning policy, urban public finance, fiscal decentralization in China, and demographics for management and partner decision-making. Aside from research, in an administrative function I prepared financial analysis of fund utilization for senior management and Institute auditors and achieved 200% increase in productivity over two years despite 25% budget reduction.
