Mr. Woelfel brings over 35 years of experience on delivering oversight for major highway, conventional and high speed rail, tunnel, roadway, and complex bridge projects, commonly constructed within severely congested corridors. John has successfully led, managed, and delivered under a variety of contracting mechanisms Mega-sized projects and programs, providing PMO / GEC / PMCM / CI services on DB, Design Sequencing and DBB projects. John has been responsible in his past roles as Designer, Project Manager, PMO Construction Program Manager, DB Oversight Manager and DB Quality Oversight Manager. John enjoys technical proficiency, with demonstrated ability to develop creative solutions to complex technical and managerial problems while diplomatically and effectively resolving associated conflicts. John develops and maintains sound channels of communication, while closely monitoring resource allocations, project schedule, cost expenditures and project quality performance. John also brings practical experience from the design side, where his major project and program experience is complimented by a five-year duration invested as a structures designer in generating heavy civil transportation PS&E. John’s responsibilities have included design and construction oversight for larger projects and programs, as TxDOT's Harbor Bridge Replacement and the $4.6B Capital Express Central Program, NTTA’s PMO and CA High Speed Rail Program delivery. John is well versed in TxDOT DB and DBB contract requirements and is proficient with quality procedures in compliance with requirements of ISO 9001 programs. John is adept at claims mitigation, and has extensive experience working with Federal, State, and local agencies, in collaboration with project owners and Contractor teams to deliver shared project goals.
