My contribution included the submission of Policy and Budget to NSW State Treasury for “Centralised Whole of Government” transformative digital initiatives, involving the coordination of 18 different other NSW State government departments such as The Department of Education, Department of Planning, Port Authority of NSW etc.

Partnered with the Executive, Board, and The Finance and Audit Committee, I provided assurances for effective organisational corporate governance. My role ensured statutory compliance and risk management, enhanced systems of internal controls, formalised policies and processes, strategic financial planning and compliance with all statutory reporting.ACHIEVEMENT and CONTRIBUTIONSI led a team of aspiring professionals across AP, AR, Payroll, Reporting, Policy, Taxation, Treasury, and Compliance. Together, strategic projects were implemented across the following areas:• automated “End to End macro processes” of procurement to payment, Service Delivery and invoicing to cash receipting, and payroll time sheeting,• Implemented digital forms to automate data collection, workflow approval, and processing for functions such as annual FBT lodgements.• Developed an enterprise costing model that enabled transparency with budgeting, client services costings, strategic tender pricing & for auditing objectives.Significantly improved Staff engagement and Customer Services which was evidenced through surveys and performance metrics feedback.Through the Finance and Audit Committee, procured and implemented an externally delivered Three Year Internal Audit Program.Collaborated with the Service Delivery Clients and successfully negotiated and agreed a contract management framework for Barnardos’ “Out of Home Care Services” contract with its State Government Clients. Provided support that enabled the development of Narang Bir-Rong Aboriginal Corporation as a separate legal entity. Narang Bir-Rong evolved as an initial operating division within Barnardos.

As the Business Partner to the COO of this NSW State Government Agency, I consistently delivered annual budgets of $1.5+ billion to within 0.7% of target, year on year through leading its Business planning, budgeting, forecasting and reporting, and provided strategic, tactical and analytical advice.Strategic oversight of external shared services provider and successfully negotiated $350 million pa services portfolio regarding:• Services offering portfolio (RMS retain v Shared Services Portfolio).• Services Performance metrics: service levels, volumes etc.• Collaborative evaluations of costing & pricing models to incentivise and optimise “Whole of Government” objectives.

This Local Health District consisted of the six public hospitals of the region, Liverpool Public Hospital, Bankstown, Fairfield, Campbelltown, Camden & Bowral and included Allied Health Services.My position established the inaugural Finance function for this newly formed Local Health District including the recruitment of the new Finance Team, implementation of the monthly management reporting framework and the reporting to the NSW Ministry of Health and NSW Treasury.

Partnered with the Elected Council (Board equivalent):• Developed and implemented Council’s Strategic Plan with Council, the Mayor, CEO and the Executive.• Formalised Council’s Governance Framework including Risk, Financial Sustainability, and emerging legislation from NSW Department of Local Government, other statutory authorities and “Best Practice”.I led a department of more than a hundred staff members across a portfolio that consisted of:• Human Resources,• Finance,• Information Technology,• Corporate Governance, and Risk,• Insurance, Property and Facilities, Procurement and Fleet Management.• Document and Records Management
