CurrentResponsibilities include overseeing laboratory budget development and administration in order to ensure laboratory capabilities adequately support Bureau programs. Set work goals and assure work meets or exceeds quality standards, is scientifically sound, complies with policy and procedure guidelines and completed in a timely manner. Employ scientific or technical expertise, combined with knowledge of planning and analysis to formulate concepts, direct studies, identify problems, initiate solutions, and approve procedures. Act as Subject Matter Expert on behalf of the Bureau with respect to engineering support of arson investigations. Communicate with other Laboratory Chiefs, ATF Enforcement managers, attorneys and technical staff at various echelons within/outside the Bureau to resolve technical matters pertaining to laboratory operations. Estimate long and short-term personnel and equipment needs based on work trends and Bureau programs Performs technical and administrative supervision for a staff of professional, technical and clerical employees. Provide developmental opportunities for staff through career planning, training and special assignments. Prepare employee performance evaluations, promotions and awards. Initiate procedural, organizational and/or administrative changes. Contracting Officer Technical Representative Certified. Develop complex RFP’s, and technical evaluations of engineering and laboratory contract support. Addresses adverse actions and resolves grievances/complaints as necessary.
