Provide developmental opportunities for staff through career planning, training and special assignments. Prepare employee performance evaluations, promotions and awards. Initiate procedural, organizational and/or administrative changes. Contracting Officer Technical Representative Certified. Develop complex RFP’s, and technical evaluations of engineering and laboratory contract support. Addresses adverse actions and resolves grievances/complaints as necessary.
