About John Biles

Happy to be retired! The last 15 years at FDA in scientific computing were the worst of my 31 years total in federal service. Lies taken as truths, failure defined as "winning", to do something right was a "problem", expecting somebody to do their job made me "hostile". Scientists are passive but worst of all many lack an understanding of the scientific method. Management is content to play charades. This amounts to a game, funded by tax payers, avoiding accountability while blaming others. If ever there were a swamp in need of draining this is it, yet the problems remain regardless of turn-over at any level as if the drainage system were designed by M.C. Escher. FDA's OIMT did an excellent job of failing at everything they were supposed to be doing while at the same time succeeded in trashing my career and reputation. They literally made up things about me which I then had to answer for regardless. The "scientific network" was attributed to me when it really had ties to somebody with the same initials "JB" but OIMT was still responsible for the mess because of their failures that unmanaged network exists at all. Through this false association, lies and blame they portrayed my program as a problem including reporting it as such to congress. Those few who knew who I was and recognized that my program was successful still would say: "John, you get excellent results but why can't you use our methods instead". The methods they referred to are the ITIL inspired "ERIC" service tickets which create only an illusion of things being accomplished; rewarding failure and removing accountability. Why would anyone want to do something in a way that would fail? Thus it is more important in FDA’s OIMT to follow the party line than to get successful results. My position description and job series were downgraded while those less experienced but part of the "in crowd" got promoted over me.I retired on the first day minimum age requirement was reached.

Analytical methods development and scientific computing. My FDA career can be divided into two parts - 1990 - 2004 followed by 2004 to retirement in 2018. The early years were as a bench chemist, what I was trained for. The latter part is as a scientific computing expert, what I had learned on the job self taught in the former portion of my FDA career, but turned into a nightmare with the IT consolidation of 2004 and "enterprising" of everything. At FDA at least and very probably more places science and IT have no place together. This should have created a demand for people with my skills to bridge the gap but only made things worse.
