During a crisis, I also took on the role of head of PEER's Field Services operations in Laurel, MD. As an independent consultant, I undertook a variety of short-term (examples here) and long-term (described separately below) engineering, planning, and project management assignments. Below are some highlighted short-term projects:• West Africa Water Initiative (WAWI): Partnered with USAID, UNICEF, Helen Keller International, ARD, and WaterAid in a coalition of 13 business, non-government, government, and academic organizations to deliver water, sanitation, and hygiene programs in Ghana, Niger, and Mali. Led a strategic planning workshop in Washington, DC, co-authored the Strategic Plan, and facilitated partner meetings in New York and London to steer policy and planning efforts.• UNICEF All African Countries Representatives Meeting: Provided comprehensive meeting planning, facilitation, and reporting services for a conference in Dakar, Senegal, led by the Director of UNICEF.• Regional Wastewater System Facilities Plan – Moorefield, WV: Created a cost-sharing assessment and methodology, and recommended administrative structures for a proposed regional wastewater treatment system.• Organizational and Technical Assessment – Hartford, CT: Advised the City of Hartford on process changes to enhance services and mitigate the impact of staff reductions.

I was responsible for managing the pursuit of international projects funded by prominent US and multinational agencies, including the Millennium Challenge Corporation, USAID, and the World Bank. Key achievements include:• Developing Strategic Partnerships: I identified and cultivated relationships with strong African in-country partners. Led the development of proposals in response to solicitations from the US Millennium Challenge Corporation.• Proposal Development and Coordination: I spearheaded the development of an M&E-championed winning AECOM response to a USAID Global Architecture & Engineering Indefinite Quantity Contract (A&E IQC) request for proposals. I successfully coordinated efforts involving multiple AECOM operating companies worldwide.• Building Institutional Relationships: I established and nurtured relationships with US Government and multinational funding organizations, including the World Bank.

I was then asked to lead an "all-star" team to complete the Orleans Plan.• I developed processes to accelerate completion and enhance the quality and standardization of community recovery plans.• These plans encompassed infrastructure, housing, economic development, public safety, education/social services, and environmental projects, driving community recovery and revitalization.With the completion of the plans, I joined the teams providing Public Assistance to local governments.

I was invited back to the British Virgin Islands to resolve bottlenecks in implementing key aspects of the National Wastewater Program. The two projects were:• Developing the Facilities Plan for the East End / Long Look Wastewater Facilities Immediate Action Plan.• Leading the design and construction management team overseeing $6.5 million in sewer and pump station projects in East End / Long Look.

Key achievements included:• Program Establishment: Established and led the 12-person, $1 million planning program, defining its vision and recruiting, hiring, and managing staff.• Innovative CSO Reduction Program: Developed a systems approach integrating treatment system changes, collection system improvements, and best management practices, to replace the proposed $1.2 billion deep rock tunnel CSO reduction program with a series of smaller, more cost-effective projects totaling $500 million and earning MWRA and its consultants an innovation award.• Cost Reduction Initiatives: Designed and implemented a competitiveness study, participated in a national benchmarking study, and managed multiple process improvement programs that saved millions of dollars annually through enhanced efficiency.
