 Directly supervised 50 personnel reporting daily IT status, computer security and software development to the $366M Joint Surveillance Target Attack Radar System Aircraft (JSTARS) program.  Identified an opportunity for cost and resource savings by revising a data transmission process. Realized a savings of $135K and 2200 man hours annually by transmitting normalized versus raw data to various Department of Defense Intelligence Agencies. Directed IT security policy. Received “Outstanding” rating on 4 of 4 inspections for 100% accountability. Appointed lead of Air Force test program to become first worldwide distribution point for electronic transmission of secure cryptography key data. Led test and evaluation teams for aircraft systems software. Three (3) major upgrades included detailed documentation and certifications for airworthiness. Successfully met rigorous compliance and safety standards. Authored IT infrastructure plan to establish Aero Medical evacuation operations and reliable air logistical chain for safe transit of over 590 aircraft, 1,900 tons of cargo and 3,000+ personnel at austere Afghanistan Air Base.

 Negotiated command-level policies to secure efficient information management and exchange between all 26 NATO nations.  Managed the installation of NATO networks onboard USS Mount Whitney. Validated operational success and certification for Joint Command Lisbon as headquarters for the NATO Response Forces. Led IT operations for NATO forces supporting earthquake relief operations in Pakistan. Improved inter-governmental coordination with the Pakistani Frequency Management Offices reducing communication approvals from 30 to 15 days. Enabled NATO mission moves to more locations and 1,000+ tons of relief supplies and medical support to 17,000 displaced personnel.  Delivered dual boot operating system devices. Contracted remote systems solutions and trained personnel on secured software encryption for missions in Sudan and Ethiopia. End goal to reduce future personnel footprint by 30%.

 Lead 40 personnel, managed 24/7 network control and operations center for Cisco centric Network and Unified communications services on all fiber circuits, Satellite communications and microwave line of sight networks within Afghanistan.

 Lead for all strategic IT planning within the Air Mobility Command Communications Director. Oversaw Germany transition plan to relocate an entire BRAC base’s mobility operations to new locations. Kept $4.7 million operations facility on schedule and saved $90,000 in renegotiated contracts Reviewed and provided expertise on Department of Defense, Joint, Air Force and Major Command Level strategic communications plans.  Authored IT portions of Command level program plans. Lead efforts for the Capital Asset Plan, a strategic plan to request future IT budget support for research and development through Congressional Fiscal Budgetary Planning. Resolved critical communication issues as a Crisis Action team member, enabled over 2.3 million personnel movements, and 1.2 million tons of cargo supporting military operations in South West Asia. Identified to Air Staff over $10 million of mission critical assets within Air Mobility Command’s Critical infrastructure program and developed disaster recovery priorities for assets during a catastrophic event. Program Element Monitor for the Mission Essential Emergency Communications Network and Electromagnetic Pulse Hardened Dispersal Communications and Long Haul strategic automated Command and Control system, oversaw program execution and budget of $11.9 million.

 Lead 30 personnel providing the IT architecture for employing Air Defense Systems Integrator and Theater Battle Management Core Systems. Led efforts on Mission Web servers to increase the security, provided faster response times to the users, and expedite recovery of IT assets in the event of systems failure or major data loss. Researched, developed, tested, evaluated, and recommended innovative tactics, techniques, and procedures supporting the Air Operations Centers and other Command and Control systems. Personally selected to lead elite team to demonstrate capabilities to foreign militaries within South West Asia.

 Designed, implemented, and tested integration of high-speed voice, data, and video networks over $150 Million in fixed and mobile IT assets supporting over 250 successful systems tests, training events, experiments and senior battle manager mission rehearsals.

 Supervised 92 personnel providing critical command, control, communications, and computer systems support to the Korean Theater Air Component Commander, 7th Air Force, 51st Fighter Wing and over 40 geographically separated sites across the Republic of Korea. Directed 4 elements providing network support, information protection, local and long haul circuits, and automated digital network message traffic.  Controlled flight budget and wartime resources advising the Wing Operations Center commander of communications capabilities as director of the Unit Control Center. Only base network the Air Force Security inspection team could not map with their penetration testers.

 Managed Air Force Computer Operations Branch comprised of 37 personnel responsible for the staffing and operations of a 24/7 Central Computer Facility providing mid-range and large scale computer support to senior decision makers in the Office of the Secretary of Defense, Chairmen of the Joint Chiefs of Staff, Secretary of the Air Force and Chief Staff of the Air Force.  Established 100% accountability for over 1200 items worth $150 million with the implementation of a new property tracking system. Orchestrated turnover of Air Force managed mainframes to the Army’s Single Agency Manager reusing over $2.5 million in equipment and disposing of $1.1 million in unserviceable items. Managed 3 classified and 2 unclassified mainframe/client systems, a print center that generated over 6 million pages annually, and a major Global Command and Control Systems node. Led first successful Disaster Recovery test ensuring 100% recovery and availability of systems within 10hrs from notification. Oversaw upgrade of Access Control System and ensured Top Secret facility re-certification was successful for the facility.
