McDonough joined Centennial American Properties as a Development Advisor in September of 2023.Prior to working at Centennial American Properties, McDonough served as City Manager of Greenville, SC. During his tenure, Greenville saw the completion and opening of the $60 million Unity Park; the development of a new economic development brand, “From Here You Can Change the World”; Approval of County Square Redevelopment, a $1 billion mixed-use project; completion of a new section of the Swamp Rabbit Trail, and passage of a $36 million, Neighborhood Infrastructure Bond, to repair roads, build new sidewalks, and renovate parks and recreation centers. Prior to being selected as Greenville’s city manager, he served for more than 13 years as city manager of Sandy Springs, Georgia, the second largest city in metro-Atlanta with a population of 110,000. McDonough was hired as Sandy Springs first City Manager and had the unique opportunity of starting a new city. During his tenure he led the efforts to start the police and fire departments, establish a 4-city E-911 system, and establish a new multi-city radio system. He also led the efforts to establish a state-of-the-art Traffic Management Center. During his tenure, Sandy Springs was widely recognized as a leader in the utilization of Public-Private Partnerships, and McDonough served as the City’s Project Manager on the $300+ million City Springs Development, which includes a performing arts center, black box theater, full-service bar, conference center, city hall, multi-family residences, retail shops and restaurants. He also led the effort to plan and construct several award-winning parks including Overlook Park, Abernathy Greenway Park, Marsh Creek Rain Garden and Lost Corner Preserve. During his tenure he was responsible for the planning and delivery of more than $500 million in capital projects.Prior to serving in Sandy Springs, he served as city manager of Beaufort, SC. McDonough is a retired Colonel in the United States Marine Corps Reserve, and he holds a bachelor’s degree from the Citadel and a master’s degree from Indiana University. While city manager in Greenville, he served on the Board of Advisors for the Greenville Chamber of Commerce, and Board of Director's for NEXT, The Peace Center, and Visit Greenville. He is past president of the Georgia City County Manager’s Association.

Recognized as a leading authority on the implementation of public-private partnerships, I have presented nationally and internationally on the potential benefits to governments and provided advisory assistance to numerous cities in the United States as well as to cities overseas. Led the formation of the Chattahoochee River 9-1-1 Authority (ChatComm), started in 2009, in partnership with the City of Johns Creek. This public-private model gives residents a more rapid and reliable response from police, fire and EMS. Led the formation of the North Fulton Regional Radio System, started in 2013, in partnership with the cities of Roswell, Alpharetta and Milton. The state of the art 700 MHz radio system began operations in April 2015, and provides communications infrastructure for the public safety and other agencies of the member cities. Also responsible for managing all aspects of the City of Sandy Springs ($300 million) City Center Mixed-Use Public Private Partnership project which includes: 1050 seat Performing Arts Center, 350 seat Family Theatre, Meeting Space, Public Park, 30,000 sf of Retail space, Underground Parking, Utility Relocation and Fountains.The City was recognized with a Aaa Bond Rating from Moody’s Investors Service. -
ColonelUnited States Marine Corps Jun 1986 - Nov 2012Washington, Dc, UsOperational Assignments:McDonough began his career as a platoon commander in the 2nd Assault Amphibious Battalion, where he led his Marines in amphibious operations and training. He then served as officer in charge of an AAV Detachment assigned to First Battalion, Eighth Marines, with the 26th and 24th Marine Expeditionary Units, participating in several deployments and contingency operations. After his initial active duty service he joined the reserve component and attended tank school at Ft Knox, KY. He served as a platoon commander and executive officer for Delta Co, 8th Tanks. He also commanded Charlie Company 8th Tanks. His last operational assignment was as commanding officer of 4th Tank Battalion, where he trained his Marines for deployment in support of Operation Iraqi Freedom. He also served as Task Force Commander for Exercise African Lion, a multinational exercise in Morocco. Staff Tours:McDonough also held various staff positions throughout his career. He was a Plans Officer at Marine Corps Recruit Depot, Parris Island, where he was responsible for coordinating and executing base construction projects. He was recalled to active duty for Operation Enduring Freedom and served as Assistant Chief of Staff G-1 for the 4th Marine Expeditionary Brigade, where he led the personnel and administrative functions for the Brigade. He also served as the Senior USMC Liaison Officer to the 3rd Republic of Korea Army during Exercise Ulchi-Focus Lens. He later served as a Mobilization Readiness Inspector for the 4th Marine Division, where he conducted inspections and evaluations of reserve units. His last staff tour was as the Reserve Assistant Chief of Staff G-1 for Marine Forces Pacific, where he oversaw the personnel and administrative policies and programs. -
