Developed and implemented a long term residential care substance abuse program in the State of New Hampshire. Working closely with private referral sources the facility became self-sustaining and quickly became the standard of care in that state with a program model that has been successfully replicated in several other sites since then. No public funds were expended to purchase, develop or operate the program. While in New Hampshire he assisted in developing a statewide provider advocacy agency and also was an early organizer of Friends of Recovery – New Hampshire (FOR-NH). This grass roots organization sought to carry the message of recovery to the citizens of the state and relied on volunteerism and personal donations rather than government funding.
Director Of Residential Services
Served as the Director of an Agency that provided housing and treatment services with over 500 beds in two Upstate New York counties. During that time he led a team that developed two 24 bed residential sites from project inception through final construction. Also during this time we added over 300 beds to our continuum of care to become one of New York State’s largest providers of residential services for dual diagnosed and chronically homeless patients. Programs under his direction were cited for best practice in service documentation and were awarded the 2007 Community Partnership Award from the United States Department of Housing and Urban Development (HUD) Buffalo, NY office. During his tenure the agency reduced employee turnover rate by over 100% and began a systematic process improvement program that streamlined and centralized many of their support services.

In his capacity as Administrator of a Community Action Agency, John's duties included oversight of the planning, organizing, assessment and review of all the organizational policies, procedures, programs and distribution of agency funds as well as current or past supervision of the Quality Assurance, Internal Audit, Finance, Information Technology, Purchasing and Transportation functions in the Agency. The Agency was a $20 million non-profit organization with over 400 full time employees and 2,000 volunteers that provide services in 19 programs at 49 sites across Onondaga County. During this time, the Agency doubled its ability to secure unrestricted funding, including approval of the management and fiscal practices of the Agency by the local United Way that allowed funding from that agency after a three year absence.

He has successfully produced and processed Certificate of Needs (CON) for a number of innovative programs that involved cooperation with various government agencies on the federal, state and local level.
