At MCC had primary responsibility for managing MCC’s relationship with 26 countries in Africa, Asia, South America, the Middle East and the former Soviet Union; oversaw the development, negotiation and approval of foreign assistance agreements to 18 countries totaling almost $6.3 billion. Prior to MCC, was an international partner with the law firm Baker & McKenzie, specializing in international corporate transactions in emerging markets. After an assignment in Moscow, founded and served as Managing Partner of the Kyiv office and then as Managing Partner of the Prague office. Also worked in Buenos Aires and Sao Paulo for leading Argentine and Brazilian law firms and with Gibson, Dunn & Crutcher in Washington and New York.From 1991-92, was Executive Secretary to the International Advisory Council to the Ukrainian Parliament and advised various Ukrainian parliamentary commissions in drafting the initial Ukrainian laws on foreign investment, anti-competition and corporations. Assisted the working group which prepared the initial draft of the Ukrainian post-Soviet constitution.A.B. -- Hamilton College; M.Litt. -- Oxford University (St. Antony's College) (Marshall Scholar); J.D. -- Harvard University. Visiting Scholar at the Carnegie Endowment for International Peace; Adjunct Professor at Georgetown University Law Center; Languages: Ukrainian, Spanish, Portuguese and Russian.
