They consist of local and state air pollution control agencies and provide advocacy, communications, training, technical project, and other support services to their membership in the Southeast. Metro 4 currently represents 17 local air agencies in AL, FL, KY, NC, and TN. This Subcommittee was created by US EPA's National Advisory Council for Environmental Policy and Technology to review opportunities and make recommendations to EPA to promote faster movement of promising emerging environmental technologies to the marketplace. A series of reports with recommendations were delivered to NACEPT at the conclusion of the subcommittee's activities and subsequently by NACEPT to EPA.

The Air Quality Management Work Group was formed by US EPA's Clean Air Act Advisory Committee in 2004 to evaluate and make recommendations on potential improvements to the structure and function of local, state, and federal air quality management under the federal Clean Air Act. A report was delivered to CAAAC as the primary product of this effort in 2005. Subsequently, CAAAC formed an Air Quality Management Subcommittee that operated from 2005 to 2007 and continued efforts started by the Work Group. Further recommendations were provided to CAAAC in 2007. CAAAC provided a final report on this work to EPA in 2009. Directed staff of 175 in implementation of Clean Air Act Amendments of 1990 including establishment of Title V permit and fee program. Contributed to Department Strategic Plan and oversaw development of Division Strategic Plan. Suggested vendor for agency data system and provided guidance and support. Led the Division into the electronic world through establishment of information technology network, personal computers, and internet access. Accomplished elimination of medical waste incinerator emissions and associated severe dioxin risks at 8 hospitals without any formal enforcement action - just negotiations and finesse. Accomplished new level of understanding between citizens and a major facility through extensive negotiations and credibility building efforts. Negotiated major multi-million dollar enforcement settlements as lead negotiator.

Charter Secretary/Treasurer of SESARM, a regional, nonprofit, multi-jurisdictional organization, at its formation in 1997 and continued as a Board member until retirement in 2001. Served as a member of the informal state agency collaboration group that preceded SESARM from 1992 to SESARM formation.in 1997. Provided input and guidance to collaborative efforts between 8 southeastern states and 16 local air pollution control agencies in collaboration with other state air director colleagues.

This work group was created by the Clean Air Act Advisory Committee's Mobile Sources Technical Review Subcommittee, to examine methyl tertiary butyl ether issues as well as vehicle performance issues related to the second phase of reformulated gasoline prescribed by EPA to improve air quality in ozone nonattainment areas. A report was produced and delivered to CAAAC by the MSTRS after being presented to the MSTRS by the work group, which was also chaired by Chuck Freed of EPA.

Filled a partial term on the STAPPA Board of Directors and a full term. Dates above are approximate. STAPPA was a national nonprofit organization serving state and territorial air pollution control programs. STAPPA later merged with a sister organization, ALAPCO (representing local agencies across the country), to form the National Association of Clean Air Agencies (NACAA) which exists today.

1977-1986: Kentucky Division of Water Quality and Division of Water Inspector, Regional Office Supervisor, Microbiologist, Environmental Response Team member. Inspected municipal, industrial, and private wastewater facilities, drinking water treatment and distribution systems, and dams. Conducted field enforcement including citations and office conferences. Referred unresolved cases to central office. Performed microbiological laboratory analysis of surface water, drinking water, and wastewater samples - analyzed for total coliform, fecal coliform, and fecal streptococci bacteria. Collected samples of effluents. Evaluated safety of dams. Responded to environmental emergencies including pipeline breaks, sewer bypasses, truck wrecks, facility storage tank leaks, and train derailments. Served on the Zimmer Nuclear Power Plan Response Team. Assisted in development of the first Notice of Violation Form used by the agency.1986-1992: Kentucky Division of Water Branch Manager - Managed 10 regional offices, the Environmental Response Team, water and wastewater operator certification, and all water program enforcement. Wrote a statewide earthquake response plan. Managed site characterization and remediation at dozens of interstate and intrastate natural gas compressor stations to address surface water, sediment, and soil contamination from PCBs and other contaminants. Served on the Environmental Crimes Work Group. Wrote and approved draft agreed orders and other violation settlement documents. Developed standard operating procedures. Contributed to Water Management Plan.
