Managed EPC contracts for Boiler MACT compliance upgrades at Georgia Pacific’s Camden and Warm Springs Lumber and Plywood facilities which were completed on schedule and with 20% and 24% savings from the established budgets.• Controlled and coordinated several Engineering and Construction contractors to develop front end engineering, equipment procurement, engineering and construction of the Sander Dust storage facilities, Sander Dust feed and burner systems installation, improved fuel feed, improved combustion air systems, Wet Venturi scrubber, clarifier, exhaust ducting, stack and related propane and electrical / control systems.

Responsibilities during my time at CH2M HILL included being a Project Director, Engineering Project Manager, Proposal Manager and Sales lead for Power EPC and Engineering Services. Project Director activities included the GAINESVILLE REGIONAL UTILITIES (GRU) – Deerhaven Unit 2 AQCS in Gainesville, Florida project.This Air Quality Control System project was for a 258 MW Coal Fired Unit at the GRU Deerhaven Station – The project comprised of the engineering, procurement, and construction (EPC) for the AQCS retrofit including two SCRs, Modified Dry Flue Gas Scrubber (TURBOSORP®), Elevated Pulse Jet Fabric Filter, Two Flue Gas Booster ID Fans, Flue Gas Ductwork, Pebble Lime Unloading and Transfer systems, Hydrated Lime systems, Lime Ash Transfer, Storage and Loading Systems. Duties included the collaborative management of activities to design, procure and construct the facility.Engineering Project Manager activities included several projects, one notable project for the VALERO REFINERY – Flue Gas Scrubber, Ardmore, Oklahoma. This project was for the installation of two CO Boilers and one Flue Gas Scrubber as an EPC partner to L-Con Constructors. Project included interconnecting piping and hot flue gas refractory lined duct as well as all support disciplines for connections between the existing Cracker, Catalyst Regeneration unit, boilers, scrubber, turbine generator and other units. Mr. Stiles’ role as Proposal Manager included participating as proposal lead for domestic and international projects in Power Services. He led and coordinated multiple responses to Requests for Proposal for a variety of projects to power producers. Duties included client communications, coordination and development of proposal strategy and development, contract review, engineering planning and estimating, scope and schedule development, cost, proposal writing, assembly and submittal.

A Project Director activity included the CONSTELLATION POWER SOURCE – 4 Unit GE 7FA Simple Cycle Plant, Cocoa, FloridaThis project was a dual fuel 680 MW (nominal) simple cycle power facility named the Oleander Power Project. Project included the engineering, procurement, and construction (EPC) of 4 - General Electric 7FA Combustion Turbines and associated balance of plant equipment and facilities. Duties included the collaborative management of activities to design, procure and construct the facility including permitting support, start-up, testing and training.Engineering Project Manager activities during this period included the EPC, Dominion Mt. Storm Units 1 & 2 WFGD projectIn this role of Engineering Project Manager, duties started with the initial RFP and project planning to develop the bid and proposal through acquisition, through design, construction and project close-out. John led and had responsibility for technology partner (Marsulex) collaboration, engineering planning, client and partner relationships, scope management, personnel and resource management, project controls (schedule, cost and change management), engineering management, construction collaboration and project turnover. Mr. Stiles possesses extensive experience in developing relationships with technology providers and leading projects from the conceptual stage through completion in addition to hands-on experience in coordination, work planning, and management of multi-office engineering execution including use of off-shore high value engineering centers, in this case the firm’s Argentina resources.This period also included the PUERTO RICO ELECTRIC POWER AUTHORITY – Cambalache Units 1, 2 & 3, Puerto Rico project. This project was a 240 MW simple cycle power plant using ABB 11N turbine technology. The project included 3-11N turbines, fuel oil back-up transmission and storage, associated equipment, buildings and facilities, as well as a flood protection dike and highway rated bridge.

Activities while a Project Engineer including work on VIRGINIA POWER's – Mt. Storm Unit 3 WFGD, in West Virginia. This was a Wet Flue Gas Desulfurization retrofit project on the 530 MW coal fired Unit 3 at the Mount Storm Station. The plant included six buildings, ID Fan modifications, and 200 feet of new elevated breeching reconfiguration from the ID Fans to the scrubbers and forward to the stack breeches. Consortium partners included General Electric Environmental Services, J.A. Jones Construction and Hoogovens Technical Services. Key activities included controlling technical coordination and execution of engineering and design work and associated contracts.
