About John L. Hoffman

I am honored to serve as the president of two amazing institutions - Bemidji State University and NTC, Bemidji's Technical College. Together, these two institutions serve approximately 5,000 students - half are first-generation college students, 92% receive financial aid, nearly 10% are American Indian and nearly 20% are students of color, and more than 40% are adult learners. We are comprehensively regional with a shared focus on access and affordability, high-quality instruction, and measured value for our graduates. Strategically, our areas of focus are (a) Student Success - academically and holistically, (b) Nisidotaading (Ojibwe for "having mutual understanding") - our unique approach to DEI, and (c) Northern Distinction with strong workforce partnerships in a great college town and across all of Northern Minnesota spanning the Northwestern prairie and grasslands to the woods and lakes of North Central Minnesota to the Iron Range in the Northeast. One special point of pride is that while BSU and NTC collectively serve 3.4% of all students who attend a Minnesota State College or University, we serve 22.5% of the American Indian students in the Minnesota State System. In fact, we have the second largest population of American Indian students in the state, second only to the University of Minnesota Twin Cities, which serves nearly 55,000 students.During my first years at BSU and NTC, my primary task has been to lead, support, and serve two institutions working through substantial turnaround experiences following significant enrollment declines and financial challenges brought on by the COVID-19 pandemic. At the beginning of my third year, enrollment has grown at both institutions, new programs and partnerships have been launched, and budgets are now balanced. In terms of fundraising, BSU has more than tripled annual donations compared to the previous five years, and NTC raised more dollars during the 2023-2024 school year than in the prior five years combined. There is still significant and difficult work ahead, but BSU and NTC are demonstrating the capacity to turn the corner. Most importantly, student outcomes have remained strong throughout the turnaround process. A significant key to success has been hiring a talented and diverse executive cabinet that has become a high-performing team.Beyond the office, I am the proud husband of Dr. Joy Hoffman and the proud stepparent of Hanna and CJ. I enjoy regular walks with our dog, occasional home improvement projects, and carving out time to listen to music.

    The University of Minnesota Crookston is one of the five campuses of the University of Minnesota System. UMN Crookston is a regional university with enrollment of 2,800 spanning traditional undergraduate programs, online adult learner degree completion programs, and dual-enrollment programs. In keeping with its land-grant mission, UMN Crookston serves the highest proportions of first-generation college students, students from low-income families, students from rural Minnesota, and adult learners in the University of Minnesota System. The four departments of Agriculture and Natural Resources; Business; Liberal Arts & Education; and Math, Science, & Technology deliver 35 degree programs, 16 of which are fully online.As Vice Chancellor, I provide leadership and oversight for academics, the division of student affairs, enrollment management, institutional effectiveness, student academic success and advising, the office of the registrar, information technology services and the library, and international programs. I also represent UMN Crookston on system-wide committees for academic affairs, strategic enrollment management, and academic services and resources.Selected Accomplishments:- Facilitated a comprehensive university reorganization to achieve a balanced budget.- Led a complete overhaul of enrollment management including initiating data-informed recruitment practices, financial aid leveraging, and a shift to a holistic test-option admissions practice. Results to date include cutting the summer melt by half, increasing the diversity of applicants as well as the average high school GPA and proportion of applicants from the top 10% of their graduating class.- Implemented multiple student success programs including the design, adoption, and launch of first-year seminar courses; the launch of a Student Success Center; enhanced diversity, equity, and belonging programs; and the introduction of comprehensive intrusive advising strategies.

    Cal State Fullerton is a member of the California State University System whose goal is to become a “model public comprehensive university, nationally recognized for exceptional programs that prepare a diverse student body for academic and professional success.” With just over 40,000 students enrolled, it is the largest institution in the California State University System. The College of Education enrolls approximately 1,700 graduate and credential students. I led a department of 10 tenured/tenure-track faculty, three full-time lectures, and 30 part-time instructors. I developed and monitored program budgets of $3.5 million annually, which included the budget for the Ed.D. program affiliated with the Department of Educational Leadership. I represented the Department on a variety of college and university committees, as well as with outside entities engaged in a variety of partnerships. Some of my accomplishments in this position included:• Increased new student enrollment by 29% while also increasing the racial and ethnic diversity of students, reducing time to degree, increasing graduation rates, and maintaining no measurable achievement rate gaps by race or gender.• Promoted diversity in the Department, increasing the proportion of annual course units taught by faculty of color to 58%, from 40% between 2013-2018. • Increased Department-wide composite student "A" and "B" ratings of instruction to 92.1% from 87.6% between 2013-2018, the highest ratings in the history of the Department. • Cultivated faculty members’ scholarly pursuits, culminating in conducting 106 scholarly and professional conference presentations and publishing 40 refereed journal articles, 12 book chapters, two edited books, and over $5 million in grants between 2013-2018.Previously, I served as Acting Chair from 2013-2014, having assumed that role as the fourth chair in four years.
