Appointed local government executive responsible for overseeing all operations and functions relating to the delivery of human services programs administered by the County. CEO of the local social services district charged with the responsibility for administering public assistance and care as defined in New York State Social Services Law and the county's responsibilities under the NYS Mental Hygiene Law. Administrative oversight is exercised over the programs administered through the Public Health Department, Community Services Department, and Adult Care Center.Accomplishments include:1) Greatly expanding access to care of substance use disorders by collaboratively introducing Sullivan County's 1st methadone dosing station, 1st mobile treatment unit, restoring outpatient services in government and not-for-profit clinics after years of disinvestment, and opening of a new for-profit provider in Monticello, NY.2) Significantly reduced county costs of child welfare and foster care via substantive changes in business processes while more than doubling kinship placements in the last three years, 45% increase in the number of local foster homes, reducing costly congregate care use by 65% from peak levels, and expanded services via our local social care network to preserve families in crisis. (As of September 2024)3) Delivered more than $7million in emergency rental assistance to support tenants and landlords suffering from pandemic-related challenges, via an extremely active housing task force. The work of this task force has been recognized as the top performing county in New York State for this program.4) Selected by peer commissioners to represent the counties of the Third Judicial District as a member of the Board of Directors of the New York Public Welfare Association.

High level administrative position which assists the County Manager with administration of County Government. Coordinates and oversees activities of staff in support of county divisions, departments, and agencies. Serves as acting County Manager in the absence of the County Manager. Directs and coordinates a broad range of public policy initiatives as well as a broad range of agency financial programs and support services.

Washington, D.C.

Provides direct decision making support to a 3-star Admiral responsible for 71 Navy bases ($259 billion Plant Replacement Value) worldwide. Works in a collaborative fashion with 10 Regional Commands and Dept. of Defense Senior Executives to ensure the safety, security, and overall mission readiness of U.S. Navy facilities around the world. In this capacity I also prepare briefings and reports from the Navy shore enterprise to the Chief of Naval Operations and the Navy Secretariat on personnel, operations, strategy, IT and financial management issues. Served as 6-month stand-in for post-major command Navy Captain as Executive Assistant and continuing to serve in Commander's Front Office Team as Director of the Commander's Action Group. My most significant accomplishments include:1) Development of options to deliver childcare services to Sailors' families in the midst of increasing demand and decreasing taxpayer-funded financial support.2) Provided strategic planning advice to ensure Navy shore installations are prepared to support large scale conflicts with competitor nations.3) Assumed responsibility for refining and administering the training of all officers assuming leadership roles at Navy bases around the world.4) Developed a collaborative structure for a wide range of Navy leaders to develop strategies to care for Sailors and their families.5) Developed training plans to ensure effective case management and record retention for victims of sexual assault who serve in the United States Navy.Navy Installations Command enables and sustains naval forces from the Shore by designing, developing and delivering integrated shore capabilities to our Fleet, the Fighter and the Family. On any given day, our programs and our services launch every shore-based ship, submarine, and aircraft and take care of every Sailor and their families. We are around the globe supporting the Fleet, Fighter and Family 24 hours a day, seven days a week.

Washington D.C. Metro Area

Installation Executive Officer (equivalent civilian title - Deputy City Manager) for the Washington Navy Yard, U.S. Naval Observatory and four other U.S. Navy facilities within the Washington, DC Metro Area. Responsible for strategic planning and management of human resources, security, safety, emergency management, port operations, public works, information systems and family readiness programs across a staff of nearly 300 personnel. Installation supports 39 senior commanders (3-star, 4-star, SES) and approximately 30,000 tenant personnel.Significant accomplishments include:1) Back-to-back installation excellence awards from Naval District Washington, including a rating as 3rd best small installation (less than 500 staff) Navy-wide in 2016. 2) Directed human resource decisions, training and equipping of the Navy Security Force leading to certification on the first attempt. NSAW was the first base in the region to certify under standards raised after the 2013 Navy Yard shooting. 3) Completely overhauled parking regulations which had become unenforceable and a significant detractor from the morale and efficiency of the tenant workforce. The new parking program efficiently accomodates 15,000 daily arrivals in less than 5,000 spaces five days per week, improved efficiency and morale and came at no additional cost to the government.4) Established a Fleet and Family Support Center (Social Services) that reused existing space available in the facility and saved taxpayers more than $200,000 versus original proposals. Through aggressive construction and hiring, we were able to certify the Center to provide clinical and life skills services to Sailors and families ahead of schedule and on our first attempt.5) Personally recognized for superior performance over the course of my entire tour with the Meritorious Service Medal.

Mayport, Fl

Executive Officer (XO), second-in-command, of USS HUE CITY (CG 66), homeported in Mayport, FL. Fully qualified (CQE/CQB) to serve in command at sea. Guided a crew of 350 Sailors to awards for unit-level tactics, retaining talent (Golden Anchor) and overall performance (Battle Efficiency). Personally directed efforts to combat a major fire in April 2014, resulting in no deaths or significant injuries to personnel. Recognized for superior performance of duties with the Navy Commendation Medal.

Tampa, Florida

Supported DOD senior leaders' situational awareness and decision making on the use of special operations forces in the USCENTCOM Theater of Operations. Conceived, developed, and coordinated the activities of an interagency (DOD, DOS, FBI, Intelligence Community) effort to enable the safe recovery of missing U.S. Army Sergeant Bowe Bergdahl and other captured American and Canadian citizens. Established standard procedures for effective real-time oversight of counter-terrorism (CT) operations outside of Iraq and Afghanistan. I was recognized as an "Action Officer of the Month" for the procedures I developed for CT missions and awarded the Defense Meritorious Service Medal for my entire body of work at CENTCOM.

Norfolk, Virginia Area

Leads approximately 60 personnel in the training, operations and use of all Radar, Communication and IT Systems onboard a U.S. Navy Arleigh Burke Class Destroyer. This is the follow-on position to my 15-month tenure as the ship's Weapons Officer - a similar Department Head-level management position, charged with the leadership of 50 personnel in the maintenance and operations of all shipboard weapons. While deployed with MASON as her Combat Systems Officer, I participated directly in the negotiated release of MV FAINA from Somali Pirates and guided the ship's Visit, Board, Search and Seizure Team in the successful capture of a vessel carrying approximately seven tons of narcotics.

Collateral duties included Command Force Protection Officer, Maritime Interception Operations Liaison Officer and Assistant Safety Officer. Qualified as an Officer of the Deck and Surface Warfare Officer.Spent one year as PRINCETON's Main Propulsion Assistant, managed 3 personnel directly and served as second in command of the 50-member engineering department. Collateral duties included coordination of engineering training and Wardroom Mess Treasurer. Qualified as an Engineering Officer of the Watch and Tactical Action Officer.
