- Advised corporate, association, and major law firm clients on international communications regulatory matters and commercial transactions.- Provided strategic legal advice on WTO trade in services liberalization initiatives, International Telecommunication Union (ITU) frequency coordination, EximBank and World Bank financing, and satellite construction contracts. - Developed the successful Global Crossings Ltd. Cable Landing Act license petition to the Federal Communications Commission for its AC-1 transoceanic fiber optic cable.- Led evidence collection and briefing and examined witnesses in major international public law arbitration under the 1995 Dayton Accords resolving the Bosnia & Herzegovina war.

- Negotiated multiparty joint venture and other commercial agreements.- Created a trade association of major international electronics manufacturers. - Advised corporate and association clients on antitrust, intellectual property, and commercial law issues, including the impact of U.S. and foreign law on joint ventures.- Led briefing, evidence collection, and witness presentation in major U.S. Federal Court litigation under the Comprehensive Environmental Response, Compensation, and Liability Act.

- Managed corporate and external legal and regulatory affairs for a company developing a $500 million separate satellite communications system for the Pacific Ocean Region. - Prepared Memoranda of Understanding with Pacific region governments. Devised company positions and regulatory strategies regarding satellite and orbital slot advance publication and registration.- Advised Board of Directors on Bylaws matters.- Drafted commercial agreements in connection with capacity transfers, Indefeasible Right of Use (IRU) leasing, and related FCC, and ITU-R initiatives.

For the Bureau of Intl. Communications & Information Policy --- Directed legal analysis of international telecommunications and competition policy matters.- Developed U.S. Government policy positions on Intelsat reform; separate and transborder satellite systems; Cable Landing Act petitions; foreign telecommunications market access; and competitive market access and deregulation.- Participated in bilateral market opening and access efforts and developed State Department positions in connection trade in telecommunications services liberalization initiatives under the General Agreement on Trade in Services.- Participated in and conducted negotiations on behalf of Bureau with USG inter-agency groups

- Advised international corporate clients on the impact of U.S. antitrust and international trade law on proposed business transactions. - Negotiated and drafted commercial agreements, including international loans, loan workouts, and debt restructuring transactions. - Prepared communications market analysis and regulation sections of securities registration and shelf registration statements. - Provided communications and antitrust law advice to corporate and securities clients. - Participated in major Federal Court litigation regarding antitrust and communications law matters.
