As the Auditor General of the Navy, Mr. Adams serves as the principal advisor to the Secretary of the Navy, Chief of Naval Operations, and Commandant of the Marine Corps on all audit-related matters. His responsibilities include conducting internal audits for the Department of the Navy and providing independent and objective audit and investigative support services to improve program and operational efficiency and effectiveness while mitigating risk in support of Sailors, Marines, civilians and their families.

After achieving unprecedented success modernizing financial systems, Mr. Adams was promoted to lead a $2B financial management systems portfolio (and 310+ people) for the Department of the Navy. He partners with senior political appointed members of Navy staff, Government Accounting Office and DOD Inspector General to promote enterprise level resource sponsorship, governance and resource allocation. Within 60 days, he built and launched a new division by realigning workstreams to better support the business objectives, realigning roles and responsibilities and redeploying talent.

As the Principal Deputy Assistant Secretary of the Navy (Financial Management and Comptroller) Mr. Adams supported the ASN (FM&C) in leading the Deputy Assistant Secretaries of the Navy (DASNs) for Financial Management Operations, Financial Management Systems, and Budget. He led more than 900 finance professionals in providing management oversight of an annual budget of ~$211 billion and provided recommendations on the efficient and effective allocations of resources and assets, consistent with the national security priorities of the President, Secretary of Defense, and the Secretary of the Navy. He also engaged Department wide leadership to develop enterprise-wide financial strategies, roadmap to auditability, modernization of financial systems architecture, and transformative change.

In this role, John led the mobilization, consolidation and modernization of the financial systems across the entire Department of the Navy (impacting 720K employees). With responsibility for ˜$190M budget, he built the organization from 10 to 120 employees and contractors, streamlined communications, and liaised with Congress, Government Accounting Office and DOD Inspector General on financial systems transformation. Mr. Adams’ and his organization completed all migrations within 2 years after a 5 year pause in migrations.

Mr. Adams led ˜180 employees to modernize a ˜$5B financial management program and drive business process improvements. He developed, implemented and managed an integrated travel and charge card program with Congressional reporting. He managed ˜$3M budget for a Financial Services Center Franchise Fund line of business, standardized processes and implemented corrective action plans. While in this role, John simultaneously served as the Director of Business Process Management Services for 1 year (in 2017). He spearhead the migration of legacy systems to a shared services provider with the Department of Agriculture within a record 12 months.

After retiring from the military, Mr. Adams was recruited to manage a $7M engagement for the development and implementation of a U.S. Navy enterprise wide integrated human resources and pay system. In addition to this role, John helped ECS Federal pivot its go-to-market, workforce planning and employee engagement strategies.

John managed the finance, military pay, travel policies, procedures, and systems for the Marine Corps. He developed and implemented policies in coordination with the U.S. Treasury, Department of Defense (DoD), Defense Finance and Accounting Service (DFAS), and Department of the Navy (DoN). He also coached and mentored 39 finance officers to promote their development, promotion, retention, and accomplishment of the Marine Corps finance mission.
