Assistant U.S. Attorney John Mannarino is Deputy Chief of the Appellate Division in the United States Attorney's Office for the District of Columbia. The Division represents the United States in both the United States Court of Appeals for the District of Columbia Circuit and the District of Columbia Court of Appeals. Mr. Mannarino assists in supervising and training the Division's twenty-five prosecutors, and his responsibilities include editing appellate briefs, overseeing oral arguments, providing guidance regarding appellate litigation strategies, and advising trial attorneys on legal issues, in addition to briefing and arguing his own cases. He has served as the Division's Senior Litigation Counsel, and has received six Special Achievement Awards, a Superior Supervisory Performance Award, and the United States Attorney’s Award for Excellence in Management. He is a member of the Office's Hiring Committee, and is a faculty member at the Department of Justice's National Advocacy Center. Mr. Mannarino previously served as Acting Chief of the Office's Special Proceedings Division, supervising a staff of eleven prosecutors, three paralegals, and five legal assistants. The Special Proceedings Division handles postconviction litigation in both the United States District Court for the District of Columbia and the District of Columbia Superior Court, including motions alleging ineffective assistance of counsel, prosecutorial misconduct, and newly discovered evidence, as well as motions to reduce sentence and habeas petitions.In addition, Mr. Mannarino was an Adjunct Professor of Law at Georgetown University Law Center, where he taught the Appellate Practice Seminar. He has also lectured for the District of Columbia Bar, and for the Washington Center for Internships and Academic Seminars.Specialties: Appellate litigation
