John is the Surface CEI Operations Manager for Parrish & Partners. He oversees construction project inspections from start to finish on behalf of clients by performing construction engineering and inspection management. His years of experience allows him the ability to ensure that clients are getting the highest quality inspection and engineering services from Parrish and Partners' CEI unit. Our inspector's duties include ensuring compliance with plans and specifications, performing sampling and testing, resolving utility conflicts, and meeting with contractors, and utility providers. John serves as a representative for the client on construction projects. He utilizes his experience in the maintenance of highways to provide engineering insight to effectively and efficiently maintain the client's transportation systems, whether it is Private, Municipality, County or State. He further cultivates relationships between Parrish & Partners and our clients. John supervises inspectors and uses his decades of transportation construction experience to mentor and train inspectors so as to provide not only certified but also knowledgeable inspection services.

Columbia, South Carolina Area

John was a construction project manager for Mead & Hunt’s Construction Services Department in South Carolina. He oversaw construction projects from start to finish, acting as a third party on behalf of the client by performing construction engineering and inspection management. He was responsible for compiling project documentation, recording testing and sampling data, and providing day-to-day site supervision. These duties included ensuring compliance with plans and specifications, resolving utility conflicts, and meeting with contractors, government officials and utility providers. Having served as a project representative, John further cultivated relationships between Mead & Hunt and our clients. He built quality rapport with stakeholders, public officials and the public while developing each project. John also oversaw inspectors, providing guidance and training to foster their growth in the CEI industry.

Chester, South Carolina

As District Engineering Administrator, John managed over 530 full time employees with a $12 million annual personal service budget. He was responsible for over $600 million worth of construction projects within District 4. While serving as the District Engineering Administrator, John managed a $12 million annual operating budget for maintenance and traffic operations for approximately 6,200 centerline miles of roads and 1,260 bridges throughout seven counties. He represented the Department in meetings with legislators, local elected officials and the public. He also presented the Department’s information to organizations, neighborhoods and civic groups.

Chester, South Carolina

As District 4 Construction Engineer, John managed five county construction offices, including budgets and personnel. He also developed and administered District-wide reconstruction, rehabilitation, preservation and replacement projects for roadways and bridges. This included the I-85 and I-77 Rehabilitations, including the I-85 Bridge Replacements over Buffalo and Cherokee Creeks.

Gaffney, South Carolina

As Resident Construction Engineer, John supervised inspectors to verify project quality while coordinating utility relocations, including gas, water, sewer, power, telecommunications and railroads. He saw that all materials were properly sampled and tested for projects in Cherokee and Union Counties. John also managed construction survey and stakeout. He performed monthly estimates for payout and reconciled item quantities. As part of his management duties, John resolved conflicts between the Department, contractors and utility companies while keeping projects schedules on time and under budget. Major projects during his tenure as Resident Construction Engineer include: - SC 11 Widening in Gaffney - I-85 Bridges over Thicketty Creek and Broad River - I-85 Rehabilitation from MM 80-107

Rock Hill, South Carolina

As Assistant Resident Maintenance Engineer, John supervised approximately 100 full-time employees and provided engineering guidance for the maintenance of approximately 1,300 miles of roads and 270 bridges. He maintained an annual operation budget that exceeded $4 million. John managed a fleet of vehicles and heavy construction equipment as well as a vehicle and equipment repair shop. He developed contracts for road resurfacing, bridge replacements, sidewalk repairs and other various maintenance activities.

Chesterfield, South Carolina

As a civil engineer associate, John provided construction inspection services for earthwork, base and drainage; concrete; asphalt roadway; and plant on road and bridge projects like the SC 151 Widening which extends from Jefferson to Pageland. He prepared monthly pay estimates and final estimates. John conducted construction staking and surveys for projects including right-of-way, slope and finished grade staking on various road and bridge projects. John also prepared final plans and as-built plans.
