Implemented from inception to full operational status and leads a veteran owned organization providing consultation and training services to private and public sector organizations in the Baltimore-Washington corridor doing business overseas. Moreover, GRS provides consultation services and protective, functional-area training to individuals and teams from US-based companies, nonprofits, and government entities exploring business opportunities abroad in permissive and semi-permissive environments. The focus is on preparing individuals and teams going on fact-finding missions (reconnaissance) or individuals and teams working semi-permanently outside of the United States. Trains mid-level company professionals and employees (in small groups) to help them become “hard targets” for terrorists, insurgents, kidnappers and criminals. Training gravitates around four pillars: general studies (basics of travel planning, first aid, and survival), communications (voice and data systems, as well as basic encryption), tradecraft (passive surveillance, “street smarts,” counter corporate espionage techniques, etc), and emergency contingencies (principles and avoidance of ambushes, snipers, improvised explosive devices, and more). Leads a section in a counterintelligence unit supporting military installations across the continental United States supporting counterintelligence investigations, operations, and collection efforts to detect, exploit, or neutralize the foreign intelligence services and international terrorism threats to the United States’ military forces, technologies, information and infrastructure. Supervises a civil-military organization providing logistics support to one of the Defense Department’s most diverse and geographically dispersed counterintelligence organizations. Provides direct support to five subordinate organizations and 51 other field offices dispersed throughout the continental United States while overseeing contract actions valued in excess of $6,000,000. Provides oversight of the property accountability for over 640 separate categories of equipment valued at $12,000,000. Managed 56 different sensitive facilities / buildings in 24 separate states.

Bethesda, Maryland

Provided logistics expertise to help educate, train, and prepare uniformed services health professionals (doctors, nurses, and other medical technicians), officers and other leaders to directly support the Military Health System, the National Security and National Defense Strategies of the United States of America and the readiness of the armed forces. Managed day-to-day operations of four branches and 54 civilians and military personnel supporting the Defense Department’s medical school. Supervised the property accountability of over 3,500 lines of property valued in excess of $13,000,000.

Aberdeen Proving Grounds

Managed the reset of $75,000,000 worth of command, control, communications, computers, intelligence, surveillance, and reconnaissance equipment returning from Iraq and Afghanistan. Led the day-to-day oversight of two divisions (101st Airborne and 3rd Infantry) and two other major units worth of equipment for a force consisting of more than 37,000 people. Served as the quality control coordinator for the preparation of major briefings for over 20 reportable units on a bi-weekly basis. Considered an expert with DOD automation systems which included the Property Book Unit System Enhanced (PBUSE), Single Interface to the Field (SIF), Logistics Information Warehouse (LIW), and the US Army Force Management Support Agency (USAFMSA) systems. Prepared major force synchronization efforts for units preparing for future overseas contingency and combat operations.

Brunssum, The Netherlands

Implemented and ran the first-ever Base Operations Center (BOC) and served as the director for the 680 member (from 12 different countries) 4-star Allied Joint Force Command Headquarters Brunssum (NATO) responsible for command and control of all NATO operations in Afghanistan (ISAF), counter-piracy off the coast of Somalia, and the Baltic air defense mission. Provided daily leadership for reach back support, supply, transportation, medical planning, and facility engineering. When directed, remained ready to support one major joint operation (MJO) and two smaller joint operations (SJO) under the NATO Response Force construct. Managed a budget exceeding 10.5 million Euro ($14,000,000). Organized, planned and executed support to 120 events (exercises, political visits and conferences) at the headquarters. Analyzed financial data supporting budget execution and monitoring of the monthly expenditures for one of NATO’s largest budgets dispersed among five cost centers and three facilities throughout Europe.

Brunssum, The Netherlands

Served as the organization’s senior instructor training and certifying five NATO reconnaissance teams in Spain, Germany, and The Netherlands; hailed as a success in three separate NATO magazine articles. Organized, planned and executed all internal logistics support to major NATO Response Force exercises in Italy, Germany and The Netherlands. Led the day-to-day efforts for the integration and synchronization of all logistics efforts at NATO’s largest airbase in Afghanistan; subsequently, this airbase supported the successful U.S. surge effort in 2010. Hand selected by supervisor to serve as the program manager for standardization of reconnaissance equipment sets; acquisition included the purchase and integration of durable laptops, satellite and encrypted communications devices, digital cameras, video devices, and more. Served as the senior logistician within the organization responsible for integrated logistical support (ILS) to all major exercises and training events; ILS included marshaling and transporting on average 350 exercise participants from/to multiple airports to/from exercise locations, the feeding/bed down and general supplies for the exercise duration, maintenance of equipment, camp configuration, building management and force protection. Also provided direct oversight and coordination for individual and functional area training for a 450 member organization. Hand selected while in this position to serve as NATO’s sole liaison officer for five months at the United States Army Central Command Headquarters (Tampa Florida), and a five month combat deployment to Afghanistan (once again as NATO’s sole liaison officer) to the International Security Assistance Force (ISAF) Headquarters in Kabul. While in Afghanistan, personally led five reconnaissance missions to all five regional headquarters in the combat zone; reports and intelligence were pushed to the highest command levels in both NATO and the U.S. Defense Department.

Brunssum, The Netherlands

Ran NATO’s largest general purpose warehouse (U.S. and Europe), valued at $7,800,000 reducing request processing time from two days to minutes and receipt processing from four days to hours. Led 22 civilians, soldiers, sailors, and airmen from eight different nations implementing conflict resolution; maintained “among the best” rating as a leader from quarterly subordinate surveys. Chaired the annual equipment review board by organizing, planning and executing all acquisition programs for non-computer related equipment valued annually at over $2,500,000. Managed the organization’s 1st ever mobile warehouse initiative and briefed this concept to a NATO conference in Luxembourg in 2009 to more than 16 major organizations. Tracked inventories and work orders using the NATO Depot and Support System (NDSS) automated system; performed demand analysis and made recommendations to the requisition objectives to ensure adequate stockage levels. Conducted statistical analysis to measure the workload and performance of warehouse sections (and by extension, their personnel); compressed timelines eliminating all work orders opened for more than 30 days. Hand selected and deployed to Afghanistan as the executive officer to the NATO Transition Office in Kandahar working the transfer of authority of the country’s second largest airport from U.S. control to NATO (and command of its 11,000 personnel and equipment valued at more than $24 million). Other deployments included earthquake relief support to Pakistan in 2005 and to Cape Verde in 2006.

Fort Belvoir, Virginia

Led a 275 member logistics and communications organization providing home office network management & sustainment along with world-wide logistics (supply, transportation, medical, and maintenance) and communications (satellite, FM, data and voice) support to more than a dozen intelligence missions and combat operations in denied enemy territory. Managed a 36,000 square foot sensitive complex with a $14,800,000 budget (including multiple cost centers) resulting in no security breaches and no losses. Chaired force requirements board for the organization balancing base sustainment operations against war-time requirements at the earliest days of crisis following the September 11 attack (which included requirements determination, development of key performance parameters, milestones, and exit criteria); projects included customized, up-armored civilian style sports utility vehicles, and satellite communications radio & phone systems. Ran the unit’s management control program; directly supervised human resources, intelligence, operations and logistics section heads and passed all internal and external inspections.

Washington D.C. Metro Area

Taught students leadership at Georgetown University focusing on military tactics, techniques and procedures and was routinely rated as a top 5% officer out of 35 peers. Recognized as the General Douglas MacArthur award recipient for the entire brigade consisting of 35 other competitors. Organized, trained and led the Georgetown Reserve Officer Training Corps (ROTC) 10 miler team resulting in two 1st place finishes and one 2nd place finish out of more than 50 ROTC teams annually in the Army 10 miler. Also served as the property book officer, battalion logistics officer, and recruiting officer for the ROTC department passing all inspections and meeting recruiting and retention standards.

Seoul, Korea

Commanded a maintenance company in South Korea (as a supply officer) consisting of 160 U.S & Korean soldiers and Korean civilian employees, $45,000,000 in equipment, an annual budget of $1,100,000, and the direct support to U.S. Forces in Seoul Korea (to include conventional, intelligence, medical, and special operations forces). Led company through both major annual Korean exercises (Ulchi Focus Lens and Foal Eagle) resulting in numerous awards being bestowed upon members of the organization; recognized as the best company commander in the entire corps support group. Dramatically improved customer support resulting in a 40% decrease in request processing time and a reduction of open maintenance requests by 75% for jobs open greater than 30 days; there were 82 customer units (roughly 8,000 people) receiving support from this organization.

Uijongbu, Korea

Served as the personnel officer for the most forward deployed corps support group in the world (at the time) of an organization consisting of 1017 soldiers dispersed over 3000 square miles; this job was coded as a position for a more senior officer. Oversaw thousands of personnel actions, awards, mail delivery, legal actions, and evaluation processing for all military personnel as well as finance support to junior service members meeting and exceeding all processing standards; passed all higher level inspections resulting in laudatory praise. Led staff section through Ulchi Focus Lens (Korea’s main military exercise) in 1996 receiving accolades from my immediate two supervisors.

Fort Stewart, Georgia

Served as the materiel officer for the 1st Brigade Combat Team, 24th Infantry Division (5000 member organization) overseeing the readiness of over 350 tanks, infantry fighting vehicles, and other combat equipment. Received the Army Commendation Medal for substantially improving readiness levels following the brigade’s redeployment from a contingency operation in the Middle East. Served as the deputy commander of the division material management center (forward) rotation to the National Training Center in the Mojave Desert in the spring of 1995 (a job normally reserved for a more senior military officer).

Fort Stewart, Georgia

Led the largest warehouse in the entire 18th Airborne Corps supervising the day to day activities of 55 soldiers, 55 vehicles, and 3,700 lines of equipment (valued at $35,000,000) and supported over 40 customer units. Routinely recognized as being in the top 30% of all peers on annual evaluations.

Fort Stewart, Georgia

Led a platoon of 45 soldiers on a disaster relief mission to Florida following the devastation of Hurricane Andrew in the summer of 1992 receiving accolades for my efforts from both the battalion and brigade commanders; more of my soldiers received awards than all other platoons in the 24th Infantry Division combined. Provided outstanding petroleum support to the entire 24th Infantry Division both in garrison and during deployed exercises throughout the state of Georgia and a rotation to the National Training Center in the Mojave Dessert in 1993. Recognized as being in the top 30% of all rated officers by a leader who went on to become a three star general on the Army staff.

Fort Stewart, Georgia

Hand-selected by the battalion commander, a leader who went on to become a three star general on the Army staff to lead a platoon of 65 soldiers. Led platoon on numerous field training exercises and ensured high readiness of the organization to deploy world-wide on little-to-no notice. This organization was routinely recognized for being one of the best in the entire battalion.
