Controlled Port Operations Program for seven Mid-Atlantic Region Naval installations. Provided logistics foundation for 100+ commissioned and auxiliary support ships crewed by both military and civilian personnel. Managed equipment movement, dry docking, oil spill response and port visits. Responsible for budget of $40M covering multiple contract types. Led team of 12.Maintained high levels of service with fewer resources and less expense. Full time positions at Cherry Point NC were to be replaced with a temporary team that would travel when needed. Determined which installations would best support which requirements and developed support schedule. Saving well over $500K annually.Planned and led equipment upgrades, from contract bidding through implementation. Naval installations were to receive new security boats. Developed plans for transport, maintenance, repair and operational standards. Directed that new contracts be developed and placed out for bid. Enabled local facilities to be self-sufficient.Strengthened purchasing and inventory systems. Parts for moored ships were in disrepair or missing, with no current inventory. Ordered that a full inventory be completed. Introduced improved purchasing system. Provided resources and training. Established clear communications and better inventory management.

Planned and managed efficient movement of personnel throughout Southeast area of operations. Responsible for safe and effective confinement of military personnel awaiting courts martial or transfer to long term confinement. Monitored contracts for building improvements, office furniture and LAN updates during consolidation of office functions. Headed team of 75.Almost doubled personnel retention rate. Replaced underperforming retention program staff. Ensured all involved understood the program. Enabled command to twice receive Retention Excellence award. Retention rate improved from 50% up to 90%-to-95%. Morale improved as more personnel received more rewarding assignments.

Provided training support to commands in the Pacific Region. Responsible for curriculum for 83 technical courses at the “school house.” Directed training staff of 235 in curriculum updates, design and implementation.
