In this combined role, Mr. Norman directed all enterprise Information Services functions, which include the following functional areas: IT and Data Center Operations, Enterprise LAN/Desktop support, Infrastructure Architecture and Planning, Solution Acquisition, Information and Physical Security, Business Intelligence, Application Development, Enterprise Project Management, Third Party Risk Management, Facilities, Business Continuity and Disaster Recovery (launched Organizational Resilience Initiative). He created and launched most of these teams, as they were non-existent before he joined the company. Specifically,· Led a complete overhaul of the company’s data network, new HQ facility, build-out of a new data center strategy and architecture, along with the supporting teams.· Chief Information Security Officer for the Enterprise and member of Regional and National Cybersecurity Council. Stood up a Cyber program from scratch (based around the NIST framework), eliminating over 150 major findings.· Led the launch of an Enterprise Strategy and Project Governance Initiative to prioritize the company’s work streams. This was successful in aligning the company’s financial and personnel resources on the most critical strategic initiatives.· Developed and launched the Business Intelligence and Analytics teams, enabling much deeper customer insight capabilities.· Technology lead on company’s enterprise-wide transformation initiative.· Initiated and led an automation initiative using AI/RPA to drive efficiencies and process improvements into the business.• Launched an Organizational Resilience initiative.He was also the Chief Information Security Officer and led development and implementation of all policies, procedures, and external engagements necessary to ensure control over all member and employee data.

Mr. Norman had overall Technology and Operations responsibility for AHIM. Under his leadership, the Exchange was implemented on time and on budget, while remaining the most cost effective state-based technology solution launched in the U.S. to date. Specifically, Mr. Norman led the Exchange establishment process, which included the RFP development, vendor evaluation and selection, negotiation, and contract development. Additionally, he led all AHIM teams responsible for implementing and operating the state-based SHOP solution. This includes: IT, program/project management, finance, call center, plan management, carrier relations, marketing, and technical/operational support, post-launch.

In this role Mr. Norman directed product builds, as well as implementation, production and support of all CDI, RM, and InfoBase client solutions.

In this role Mr. Norman led the EPMO, consisting of approximately 100 project management professionals, who were collectively responsible for standing up all client-facing implementations and major initiatives.

Mr. Norman, along with his partner, founded this company, a full service benefits and payroll provider for small and medium businesses. As COO, he led the following areas: all IT/IT related functions, such as web development/presence, banking/ACH interconnectivity, server/internet security strategy, and HIPAA compliance. He also directed the internal HR staff support functions, such as payroll and telecommunications, as well as process development and vendor relationship management. Online creative and marketing strategy, in addition to business development were also direct areas of responsibility.

In this role Mr. Norman was directly responsible for nationwide network operations and engineering for Alltel Wireless, including: Data Operations, Nationwide Network Operations Center, Translations Engineering, SS7 Engineering, Fiber Transport Network (AXN) Engineering and Operations, and Network Quality.He led a team of over 500 Network Operations and Engineering professionals responsible for all centralized staff operational support functions. Major functions and accomplishments as follows:Network Operations Center (NOC) - responsible for surveillance and tier II support of all wireless switch and transport infrastructure.Data Network Operations Center (DNOC) - responsible for surveillance, tier II, and centralized provisioning for all data elements in the Alltel IP core network.Network Translations and Traffic management of the wireless switching network. Engineering and operational responsibility for Alltel’s interexchange network, which provided long distance and wholesale bandwidth services for our converged network.SS7 Engineering and operations support of the converged SS7 and advanced signaling network systems including SMS, CNAM, and push to talk networks.Major Accomplishmnets include: Spin-off of wireline network (Windstream), greenfield build of new data core and SS7 networks, along with the creation of supporting operational organizations.

Mr. Norman was directly responsible for product development, along with the planning of the IP core network and overall wireless network strategy. As the defacto technology leader, he was responsible for developing a world-class technology lab and the supporting engineering teams required to transform the company from a fast follower strategy to one of a market leader.

In this particular role Mr. Norman owned all product development, both wireline and wireless.

After the successful launch of the DSL product, Mr. Norman was promoted to lead and manage Alltel’s flagship CLEC market in Little Rock, including both business and residential service. Responsibilities included Central Office, Installation and Repair, Engineering, Sales Support, and Customer Service.

Mr. Norman was the lead engineer responsible for Wireline product development, including business case analysis, lab testing, vendor selection, and market trials.

Mr. Norman provided technical sales support and network design professional services to major clients in the Healthcare and Financial business markets.
