Supported the project engineer, reviewed 100% of Contractor Quality Control plans and monitored contractor performance for compliance to contract plans and specifications. Ensured all Meetings of Mutual Understanding were held and documented prior to the start of work. Attended at least 90% of all Preparatory and Initial Inspections and ensured all contractors fully executed the 3-phase inspection process. Fully utilized RMS and assured contractor utilization of QCS for daily reporting, deficiency tracking, submittal processing, RFI tracking and other data processing. Ensured RMS data and QCS data was reviewed for accuracy and updated monthly but prior to Contract progress payment. Ensured assigned submittals and RFIs were reviewed within contractually required durations to prevent project impacts. Insured that all sub-contractors were in compliance with the 385-1-1 Safety Regulation’s and adhered to all. Prepared BCD's in Great Detail to be submitted to USACE so that Modifications could be understood easily for USACE Project Engineers. Job order contract duties included inspection of construction contractor operations for compliance with contract requirements and enforcing safety rules and regulations. Defining, documentation and obtaining solutions to problems that were identified during construction activities. Reviewed sub contractor submittal for payment request to actual work completed. Interpret contract plans/specifications to determine that construction met contract requirements. Areas of construction included grading, earthmoving, paving roads and parking areas. Constructing warehouses, administration buildings, heating ventilation (HVAC) projects, operation and maintenance on housing and barracks complexes, aircraft hangers, hospital renovations and infrastructure renovations.
