Johnny Mitchell joined ESC, now Pace Analytical, in 2014 with over 25 years’ experience in the environmental laboratory field and is a respected expert in groundwater chemistry and petroleum hydrocarbon programs. Johnny spent several years serving as a National Program Director where he developed and implemented an environmental impact liability management approach to upstream oil and gas exploration activity, maintained a consulting role with industrial clients, implemented new methodologies as needed, and frequently spoke on the chemistry of groundwater and sampling programs as a member of Marcellus Shale Coalitions Technical Committee (MSC), Ohio Oil and Gas Association (OOGA) and the Colorado Oil and Gas Association (COGA). As Regional Vice President, Johnny is responsible for establishing goals and strategies and allocating resources to ensure consistent quality and performance. As an experienced analytical chemist, he is able to perform staff methods in a production environment for every area of the laboratory while overseeing analytical laboratory operations and the technical management staff. Mr. Mitchell has ultimate responsibility for ensuring that client and regulatory program requirements are followed by laboratory personnel. Additionally, he is responsible for the laboratory’s long term planning to ensure that capacity and technology are continually evaluated and adjusted to meet the needs of the marketplace and has primary responsibility for the financial performance of the laboratory.

As the National Program Director, I was responsible for the corporate oversight of TestAmerica’s national oil and gas program. This program evolved from an analytical testing program developed with one of the largest Oil and Gas exploration companies in the United States. The program was initially developed to include a total “life-cycle” management perspective, managing the entire sampling and analysis process. From this activity, I developed and implemented an environmental impact liability management approach to upstream oil and gas exploration activity for major petroleum companies in the US working in unconventional plays. The program oversight included both an overall risk-based management approach with the industrial client as well as an internal laboratory management program overseeing the analytical methodologies and reporting for five primary labs working within the program. Primary analytical methodologies were developed for complex matrix analysis of metals, volatile and extractable organics, aldehydes, alcohols, anions, and general water quality parameters. I managed a partnership with the industrial clients, implementing new methodologies as required for emerging contaminants of concern and assisting in the interpretation of analytical reports from the participating laboratories. I also maintained active participation in a variety of industry groups including the Marcellus Shale Coalition (MSC), Ohio Oil and Gas Association (OOGA) and the Colorado Oil and Gas Association (COGA). I was a member of the MSC Technical Committee and instrumental in developing several best practice documents and the MSC Sampling and Analysis Plan for Pre-drill Programs. As a member of these groups, I frequently spoke on the chemistry of groundwater and on sampling programs at regional and national meetings. I was also selected to participate as a member of the groundwater chemistry workgroup for the EPA Hydraulic Fracturing Study.

As Laboratory Director I held responsibility for all aspects of the environmental laboratory – quality, service, human resources, financial, and analytical. My experience as an analytical chemist had allowed me the opportunity to work in every area of the environmental laboratory and perform most of the methods under my staff in a production environment, giving me a unique perspective to the challenges faced in the commercial market. During my tenure, the laboratory experienced significant growth, increasing in revenue from approximately $15M to over $24M annually. Laboratory staffing increased from approximately 80 persons to over 170 persons during that same period. The Laboratory director had full responsibility for profit and loss of the facility and was required to manage operating expenses to provide a net positive cash flow measured annually.
