When a project has "too much data for a spreadsheet," Wolfram Language has always been my go-to resource to ingest, groom and analyze massive datasets. When it was important to validate more than 700 AHRQ guidelines and quality measures across a population of millions of patients, there were no available resources to plan and complete that milestone. What a change, as I crafted and deployed my Wolfram Language solution! A larger team wrestling with ETL tools and Hadoop clusters was easily supported by validations run on a desktop Wolfram Language notebook. Piloting clinical practice guidelines on clinical desktop computers, outside of leading Certified EHR systems, seemed like a daunting requirement. Wolfram Language enabled a simple solution within a very few days. Rapid cycle refinements to embrace user suggestions were fast, easy to deploy and very popular. A wide mix of Windows and Macintosh computers were all supported equally well. We could have deployed to Linux, had there been any.Guideline users remarked that it was too bad this approach could not address genetic data. The news that Wolfram Language has GenomeData built-in and SNP's too, as well as Genes as standard entity types, was a major surprise. However, the provider group only received reports in PDF format, with no access to genetic datasets. There were rumors of some genetic datasets being transported on portable hard drives, but none of those showed up.Clients who can't afford enough clinical workstations to use the Wolfram Language solutions they want are always intrigued to learn of many compliant methods to deploy, even on Raspberry Pi. We've not seen a major RPi deployment yet. However, with RPi 4 and Wolfram Cloud advances, the time for widespread deployment of powerful algorithms may be at hand. Wolfram Language is perfectly conceived for the data science and analytics we need to solve this pandemic.

Interviewed subject matter experts, internal customers and senior leadership to fully define objectives, concerns and priorities while updating the organization structure and creating new leadership roles.Led the writing, review and submission of an IT Security Plan, Site Security Plan and expansion plans for a private biotechnology company in support of an invited government grant proposal. The program will accelerate the final development of an effective antiviral drug for Avian Flu and pandemic influenza.

Benefits of PHDSC open standards include timeliness, accuracy, consistency and affordability in serving the information-powered mission of Public Health.

AIIM has a lead role in developing the international standard for Portable Document Format (PDF). The PDF Healthcare WG creates balloted Best Practices and Implementation Guides to assist the industry in getting full benefits of Health IT open data standards (HL7, IHE, ASTM, and more) with those of PDF, including Archive (digital evidence format of the US Courts) and Assistive Access (for patients and workers not able to read a traditional computer display or report).

Worked in partnership with the physician CEO to refresh the strategic focus with new government relations and alliance programs:Presented strategic plans, budgets and status updates at Board meetings of this NASDAQ-listed company;Identified and opened discussions with selected pharmaceutical manufacturers for new out-licensing deals. Applied, entered and successfully completed the NIH’s Commercialization Assistance Program (NIH-CAP) with multiple active licensing offers;Obtained support from the Dept of Homeland Security to establish an IT-based R&D program for biodefense with TSRI experts. This “Bugs-To-Drugs” approach used Computational Biology as the core delivery model. Activated a pilot program with Department Of Defense funding for program start-up and operations through the proof of concept; andDeveloped a Terms Sheet for in-licensing high value programs from a strategic foreign partner eligible for State Dept. grants for US/Russia biodefense collaboration.

Planned, staffed and launched a health care IT business development program for this $5 billion leader in diagnostic testing services. Created a team of three VP’s responsible for strategic relations and alliances with Health Plans, Electronic Medical Record (EMR) Vendors, and Pharmaceutical Mfrs. Led early partnering evaluation of Oracle’s Healthcare Transaction Base. Identified and developed an out-licensing program to embed clinical lab services in emerging “personalized medicine” initiatives, as well as in Electronic Medical Records (EMR.) This initiative solved technology and market acceptance limitations to proliferating Quest’s own order entry platform to more client sites. More than 250,000 physicians were accessible via the initial round of signed licenses. Planned enhancements addressed critical health informatics resources for health plans. Opened a program to support federal and state public health agencies with informatics resources as a new line of business.

Served as co-founder and CIO to launch a national, private sector healthcare information exchange initiative, the Patient Safety Institute. Worked with a team of exceptional colleagues and heatlh industry leaders to develop a new governance model engaging Health Plans, Providers and Patients. Raised $10 million seed funding from Hewlett-Packard and other corporate partners to build a successful pilot site.Conceived, sold and led a $2.5 million deployment of a network tracking system (Oracle-based) for a leading national wireless service provider. Directed planning and transition from multiple regional solutions to a single “source of truth” for network structure and performance tracking.Achieved production go-live for an at-risk CRM initiative for a major health plan. Convened two-dozen experts to document critical operating parameters for Oracle Parallel. The resulting test methodology was endorsed to certify all mission critical business operations.

Wrote the business plan, gained corporate approval and launched a new business initiative to provide turnkey delivery of customer service centers, including call center/ACD equipment, relational database servers and legacy integration tools. This “customized bundle” approach to CRM delivery consistently beat revenue forecasts prior to the emergence of CRM Applications as a product category. Identified, proposed and won pilot projects exceeding $20 million in the commercial and communications service provider segments above target margins. Expanded the team from four to thirty two professionals while increasing average billing rates more than 20%.For a preceding Joint Venture company, managed forty telecommunications systems engineers in six teams handling installed base clients, major accounts and specialized applications in northern and southern California.
