As a Fellow of the National Academy of Public Administration (NAPA), specialized in addressing issues related to emergency management, disaster recovery, public safety, homeland security, and critical infrastructure protection and resilience. The Academy helps government leaders solve some of their most critical management challenges. As a congressionally chartered non-partisan non-profit entity, NAPA provides expert advice on building and managing more effective, efficient, accountable, and transparent organizations.

As a member of the CHDS Executive Leaders Seminar faculty, assisted in the delivery of programs for governors, mayors, and their respective homeland security teams to help strengthen the nation’s capability to prevent, deter, and respond to domestic terrorist attacks, and build the intergovernmental, interagency, and civil-military cooperation that Homeland Security requires. Executive Leaders seminars concentrate on strategic planning, policy development, and organizational design for homeland security at the state and local level.

Directed key strategic business development initiatives and advanced thought leadership in national preparedness, infrastructure protection and resilience, and defense mission assurance domains. Special emphasis on the role of risk assessment decision support in national resilience, all hazards risk mitigation, and Defense mission assurance policy and practice. Developed ICF resilience and mission assurance capabilities in service to clients who face an ever-more dynamic set of natural hazards and national security threats.

Provided executive leadership for emergency management and preparedness, disaster recovery, infrastructure protection, intelligence, and other homeland security and homeland defense related consulting services in support of Federal, State, and local government, the U.S. military, and private sector industry. This work was conducted with an emphasis on risk assessment, risk mitigation, resilience, and Defense mission assurance. Disaster recovery efforts included oversight of operations for housing recovery following Super-storm Sandy and executive leadership in the successful pursuit of an initial $242m in recovery work for public infrastructure and housing in Puerto Rico and Houston TX respectively, following hurricanes Maria and Harvey.

Worked with other senior practitioners and thought leaders to assess and advance strategic issues facing the homeland security and homeland defense communities. The Center for Cyber and Homeland Security (CCHS) is a nonpartisan “think and do” tank whose mission is to carry out policy-relevant research and analysis on homeland security, counterterrorism, and cybersecurity issues. By convening domestic and international policymakers and practitioners at all levels of government, the private and non-profit sectors, and academia, CCHS develops innovative strategies to address and confront current and future threats to the Nation.

As a volunteer member of the Board of Directors, provided executive leadership and management oversight for TISP as a non-profit public- and private-sector collaboration that advances practices and policies for regional and infrastructure security and resilience in a way that supports the nation’s economy and the well-being of its people. Worked with other likeminded leaders from across government, industry, and academia to operationalize emerging concepts for homeland security and resilience and promote cooperative solutions to addressing some of the nation's most significant security threats. Also served as a founding member of the National Resilience Coalition, a signature TISP initiative and network of organizations similarly dedicated to national resilience.

Provided strategic guidance and leadership to a non-profit professional association serving those responsible for analyzing and managing threat intelligence and security risks to systems, structures and operations from man-made threats. SARMA was created to provide a forum for the further development, standardization, and professionalization of the security analysis and risk management discipline and is dedicated to providing leadership, education, and certification for security analysis and risk management professionals.

As Director of Emergency Management and Security for the Port Authority of New York and New Jersey, was named a Distinguished Fellow by the Naval Postgraduate School. Served on a one-year assignment at the U.S. Department of Homeland Security (DHS) pursuing interests in a range of topics to include: national preparedness policy; baseline capabilities for state and local intelligence fusion centers; application of risk management practices to state-based critical infrastructure protection programs; and improved civil-military coordination through joint planning for major catastrophic incidents.

Directed homeland security, infrastructure protection, and emergency preparedness for a bi-state agency responsible for the region's major airports, interstate tunnels and bridges, a rail transit system, maritime facilities, and commercial properties. Assessed vulnerability and risk and identified, set priorities for, and implemented security and disaster mitigation programs. Coordinated risk assessment, planning, and programming for about $1 billion in security capital investment spanning 2003 to 2012. Established a risk management program cited as a best-practice by DHS and used by scores of agencies across the country.Administered over $200 million in homeland security grants and other federal aid during this period. Championed joint programs with DHS to include a regional information sharing and collaboration project and WMD response initiatives. The latter included IED detection projects with TSA and a radiological / nuclear WMD Countermeasures Test Bed Program with DOE and DHS that later became the precursor to the DHS Domestic Nuclear Detection Office and the Securing the Cities program. Served on New York City’s Urban Area Security Initiative executive board and FEMA’s Region II Advisory Council. Organized and executed joint planning, exercises, and operations in partnership with local, state, and federal agencies.Led a Port Authority emergency management team to New Orleans following Hurricane Katrina. Worked directly with the Mayor's Office and the City's Public Safety and Homeland Security leadership to reestablish incident command and continuity of government in the days following that disaster. Working with other emergency management officials and the City's contractors, built a robust incident management framework and functioning emergency operations center, reinforced interagency liaison efforts with local, state and federal agencies, and implemented emergency communications and systems that helped set the City on the road to recovery.

Led a range of corporate-level programs cutting across each of the agency’s five operating businesses, encompassing thirteen major facilities and nearly 5,000 line personnel. Included: business planning, performance measurement and reporting, process re-engineering and human resource development functions. Worked issues related to police-civilian coordination and was consultant to the Superintendent of Port Authority Police on development of special operations capabilities as pertain to terrorism and Weapons of Mass Destruction (WMD) response. Led agency participation in pre-9/11 WMD preparedness planning and programs at the State-level. Directed Port Authority Emergency Operations Center immediately following the 9/11 attacks on the World Trade Center, the agency's flagship facility and corporate home for over 30 years. For four months around-the-clock after the attack: coordinated top-level emergency management response and recovery activities; inter-agency coordination with local, state and federal agencies; and business continuity and physical security functions across all of the New York region's major port, aviation, interstate highway and transit operations, and commercial facilities.

As Assistant Director, Policy and Planning, led agency-wide strategic planning, policy analysis, and capital budgeting efforts, to include developing a $23 Billion, 15-year strategic capital investment plan for regional transportation programs. As Senior Manager, Regional Transportation Planning, directed a diverse staff of engineers, economists and planners in long-range studies of interstate highway, transit and freight mobility across the New York City region. Other roles included leading organizational effectiveness, operations planning, and internal management consulting functions.

Was senior Marine Corps advisor to the Chief of the National Guard Bureau. Directed joint-service staff engaged in coordinating homeland defense, homeland security, and disaster response operations. As part of its transformation efforts, advised Guard Bureau Headquarters on implementation of new concepts for coordinating military support of civil authorities during times of national crisis. Awarded the Legion of Merit Medal for efforts to improve homeland security command, control, and communications.

Acted as senior Marine Corps liaison to FEMA and other civil authorities in time of national disaster or acts of terrorism. Managed 30 Colonels and Lieutenant Colonels organized in 10 teams assigned to each of the FEMA Regions. Assisted in planning, validating emergency needs, and coordinating employment of military resources in support of first responder agencies. Deployed teams to New York City and Washington DC in response to the September 11 attacks, and in support of federal authorities managing the Columbia Space Shuttle disaster. Was Marine Corps liaison to US Army on employment of Marine battalions supporting US Forest Service firefighting efforts in northwestern states during 2000.

As Deputy District Commander, had oversight of 39 Reserve Training Centers across 8 Mid-Atlantic States. Supervised civil-military coordination, disaster preparedness, community outreach, and congressional liaison. Marine Advisor to the Naval Facilities Engineering Command, developed concepts and doctrine for joint-service engineering operations. Assigned to Marine Forces Europe as Force Engineer, provided input to theater war plans and managed the programming of projects in the NATO Common Funded Infrastructure Program. Military Advisor to a Naval Construction Regiment, directed combat operations and military skills training for 1,700 Sea Bee personnel. Other engineering roles included military construction, heavy equipment, and bulk fuel operations. A qualified infantry officer, commanded a Marine Corps Reserve rifle company and served as executive officer and platoon leader.
