Led 23-member Steering Committee through system development, proposal review and selection, and procurement. Primary responsibility for negotiation and contract development. Developed and executed innovative financing for vehicle procurement, saving over $1M through municipal lease financing and contracted provider contracting changes.Developed Public/Private agreement to deploy a real-time transit arrival system where a private-sector partner provided not only the capital to build the station-area portions of the system, but also took on the cost and responsibility for maintaining the station-areas. The transit authority had responsibility for the centralized and vehicle-mounted portions of the system.
