John has served as a senior officer in the Canadian Army and has extensive experience in the planning process, the delivery of training, and the design, delivery and review of exercises. With formal training in Emergency Management through the Justice Institute of British Coumbia, he has had the opportunity to work with all levels of government (Municipal, Provincial, Federal) as well as diverse groups such as transportation (airport/port authorities), First Responders (Police/ Fire/Ambulance), public schools, and First Nations bands. He currently serves as a sessional instructor for the JIBC's Emergency Management program. A highlight of his Emergency Management career was his assistance to the RCMP Integrated Security Unit in support of the Vancouver 2010 Winter Olympic Games. John was awarded the RCMP Commander's Commendation for his contributions to the Vancouver 2010 Winter Olympiic Games Exercise Program.

Responsible for the design, development, conduct and review of emergency preparedness exercises on behalf of the Justice Institute of British Columbia – Emergency Management Division. These exercises have ranged in scope from Drills and Table Tops, through to Functional and Full-Scale with audiences from local authorities, First Nations groups, the oil and gas industry, and the CBRNE Research and Technology Initiative (CRTI). Instructor for Incident Command System, Emergency Operations Centre operations, and Emergency Exercise Design.

Consultant with Lansdowne Technologies Inc., an Ottawa based security company. Responsible for providing complex exercise planning/design/execution and evaluation services for harbour and airport authorities.

Military officer responsible for coordination of emergency consequence management between Canadian Forces (Army) and local authorities/provincial ministries within the province of British Columbia.Deployed 2007 to the North West Provincial Emergency Operations Centre (PREOC) in Terrace BC, during the Fraser River Freshet Flood threat, providing CF liaison support and daily reports and recommendations to higher commands. Liaison Officer assigned to Commander 1 CMBG during Op PONTOON, the Canadian military response to the freshet threat. Presented the 2007 Freshet After Action Review and the BC Emergency Response Management System (BCERMS) to the British military Headquarters staff of 42 (NW) Brigade in Manchester, United Kingdom. Responsible for the preparation and delivery of emergency management and preparedness training to a cadre of twenty Canadian Forces Regional Liaison Officers (RLO) attached to Joint Task Force Pacific in support of Domestic Operations within BC.

Integrated Security Unit (ISU) Exercise Lead responsible for the overall design, development, scheduling, manning, budget monitoring, execution and after action review of the following internal ISU, security centric, exercises in support of the Vancouver 2010 Winter Olympics (V2010): • Exercise PEGASUS GUARDIAN (PG) 2• Exercise PEGASUS GUARDIAN 2-2, and • Exercise PEGASUS GUARDIAN 3. ISU Exercise Lead responsible for coordinating the security aspects of the design, development, scheduling, manning, and execution for the following National Level exercises in support of V2010:• Exercise BRONZE (the largest peacetime Table Top Exercise (TTX) in Canadian history with nearly 500 participants representing almost 150 agencies), • Exercise SILVER and • Exercise GOLD (the largest peacetime full-scale exercise in Canadian history with nearly 4000 participants). This entailed constant dialogue, interaction and coordination with numerous external agencies including NORAD and the Canadian Forces, Public Safety Canada and the Vancouver Olympic Committee (VANOC). Exercise Coordinator responsible for the development and delivery of a two-day TTX conducted in Ottawa, ON in support of RCMP National Operations Centre (NOC) Incident Directors’ Course in preparation for V2010. Coordinated all efforts in conjunction with the Integrated Public Safety Unit.Awarded RCMP Commander’s Commendation for work performed during this time period.
