A core of 22 citizens evolved from the originators, many of whom remained in leadership roles serving with dedication and distinction in the ensuing years. Garrett County Habitat for Humanity, an Ecumenical Christian Ministry, was organized in 1983 and incorporated in the State of Maryland in 1984. From 1983 to 2011, we have built 71 houses with 4 under construction in 2014. When our rehab and repair work in conjunction with other agencies is included, we have touched the lives of 186 families in Garrett County.

WGCSPV, Inc. provides support to programs and projects to the State Parks of Western Maryland which include Deep Creek Lake, Swallow Falls and Herrington Manor State Parks and Friends Delight and Friends Store on Sang Run Road.

Adjunct faculty member - facilitated both graduate (MBA) and under-graduate business courses. Additionally, I facilitated graduate and under-graduate introductory courses for the new incoming students, most of whom are returning to post-secondary education after a long break.

Corporate Trainer/Facilitator

Led the development and implementation of strategic management, financial, information and marketing systems that enabled this start-up education and communications technology company to successfully solicit funding from venture capitalists, governmental agencies and international donor agencies.Developed business plans that generated a $10 million private investment and a commitment from a major New York investment-banking house to raise $170 million for an educational technology project in China. Created successful proposals for funding from governmental agencies and international donor agencies.

Served as an appointed member of the Committee to advise the Secretary on educational assistance matters.

While leading this national educational association with 1000 member schools, was involved in extensive legislative efforts at federal and state levels including preparation of legislation and position papers. Developed continuing education programs for members and we developed a first of its kind TQM program for collegiate level institutions. I frequently lectured on school management and legislative affairs during the continuing educational programs.

Developed and implemented federal regulations for eligibility and accreditation of postsecondary institutions and served as primary spokesman for federal higher education policy and budgetary priorities. Effectively managed all grant programs directed at postsecondary institutions and incentive programs such as Cooperative Education, Veteran's Outreach and International Education. Managed a grants budget in excess of $1.4 Billion.

Developed, and served as the primary spokesman for, federal policy and budgetary priorities in vocational, adult, and rural education. Chaired the Federal Interagency Committee on Occupational Literacy. Managed grant programs and budget to states and individual institutions in excess of $1 Billion.
