Responsible for the operational management of a financial regulatory agency with 139 staff members, an annual operating budget of $15 million dollars and revenues of $75 million. Oversaw personnel, budget, planning and technology functions. The agency is responsible for regulation of over 200 state chartered banks, 250 state chartered credit unions, all mortgage loan originators and stock brokers operating in Wisconsin. In addition, the agency serves as the filing office for over 100,000 Wisconsin Business entities.

Completed and published an extensive review of Wisconsin’s Job Center network including development of review instruments, visits to 78 job centers, collection and evaluation of data and production and presentation of the final report. The report was re-published by the Center on Wisconsin Strategy - University of Wisconsin- MadisonDeveloped a plan to intergrate the delivery of TANF programs with the delivery of Wisconsin’s workforce programs following the merger of two divisions within DWD.

Under contract with the Wisconsin Counties Association (WCA) developed a multi-county International Trade, Business and Economic Development Council (ITBEC) for the purpose of encouraging regional cooperation in marketing tourism and international sales.Under contract with WisPark, a division of Wisconsin Energy Corporation, designed, created, and published an internal evaluation of relationships within the businesses operating in LakeView Corporate Park.Under contract worked with a variety of financial, insurance and other private groups seeking to improve relationships with local governments.

Served as the elected chief executive officer of a county of nearly 150,000 residents. Responsible for overseeing the creation of annual budgets in excess of $100 million dollars and the multiple operations with nearly 1000 employees. Served as President of the National Association of Elected County Executives and as a board member of the National Association of Counties. Made frequent presentations at national conferences on the topic of employement policies and workforce issues.
