I worked as a senior ecologist and permitting specialist for Shannon & Wilson for over a decade among a fantastic team of ecologist and hydraulic engineers and surrounded by some of the nation's leading geologists and geotechnical engineers. My responsibilities included navigating clients through the local, state, and federal environmental permitting processes for complex projects while managing projects and environmental tasks. I performed a variety of natural resource surveys - scuba dive surveys of eelgrass beds were my favorite! - and prepared complex technical reports and permit applications for public and private projects. My technical experience included:- Performing wetland delineations using the U.S. Army Corps of Engineers' 1997 Wetland Delineation Manual and subsequent regional supplements. - Authoring critical areas, wetlands, and stream delineation technical reports for projects that triggered local, state, or federal environmental review for impacts to aquatic areas or other protected habitats.- Assisting in the planning, design, and development of compensatory mitigation and restoration projects to meet local, state, federal, and tribal requirements and watershed goals.- Preparing biological assessments for project impacts to federally protected species as part of informal and formal consultation under the Endangered Species Act. - Authoring wetlands, streams, and wildlife habitat sections for environmental impact statements (EIS) and environmental assessments (EA) to comply with the State Environmental Policy Act (SEPA) and National Environmental Policy Act (NEPA).

(See publications below...)Researched and analyzed fiscal policy and practices and their impact on government revenue. Under the guidance of Laura Wheeler at CSLF, I completed research and analysis on the impacts of property tax expenditures in the form of economic development tax incentives and property tax exemptions within large metropolitan counties. The often-overlooked issues of overlapping taxing districts and the issues associated with the financial dependence of a municipality's shared tax base are becoming more evident as taxing authorities increase in numbers and tax bases are stretched thinner. Using case studies from Georgia and around the nation, we illustrate the complex issues associated with overlapping jurisdictions, as well as create a "How To" guide to aid local government officials to create their own local tax expenditure reports to improve local tax policy coordination and decision making. I am excited to present this work at the 2019 ASPA Conference in Washington D.C. in March 2019. Under the guidance of Dr. Spencer Banzhaf, I also developed a calculator for counties and school districts in Georgia to estimate the fiscal impact associated with adopting an increasingly popular age-based homestead exemption. Provided assistance to the Central Atlanta Progress planning & economic development team on a variety of projects and initiatives. As the community improvements district (CID) for Downtown Atlanta, CAP leads landuse, transportation planning, and economic development programs for 4-square miles of Atlanta's urban core.While at CAP, I assisted with outreach and engagement efforts for the Downtown Atlanta Master Plan; developed content for the CAP and Downtown Atlanta Master Plan websites (see links below); prepared a branding strategy and legislative platform for a Main Street organization created for the historic Sweet Auburn district (Sweet Auburn Works); wrote policy overviews on inclusionary housing and municipal parking authorities; assisted in updating downtown's economic development annual metrics; and served as the director of rules and in-game experience (e.g., adult supervisor) of an inflatable Human Hungry-Hungry Hippo game during an Atlanta Streets Alive event.

As an AmeriCorps service member with NSEA, I co-led volunteer planting parties and riparian restoration events at sites throughout Whatcom County. During my time, I prepared successful technology grant applications to develop new GIS capabilities including developing and managing an internal GIS database and preparing spatial visuals for NSEA's educational programs. I also conducted water quality monitoring, stream habitat assessments, and surveys of past restoration projects with a team of volunteers I managed. I was a volunteer intern with NSEA for 2 years previous during my undergraduate studies at Western Washington University prior to my year of AmeriCorps service. What a tremendous organization and committed staff!
