John T Browne is an accountant and an economist who has assisted clients in addressing rate-regulatory issues for over 30 years. Mr. Browne focuses on issues of a financial, accounting, costing or cost recovery nature. His assistance will often involve the application of established accounting, economic and regulatory principles, the interpretation of how a regulatory methodology should be applied in a particular set of circumstances or the development of the methodology under which an entity is regulated.Mr. Browne has: • Prepared independent expert evidence on accounting, costing, financial and regulatory issues for presentation to regulatory tribunals.• Assisted rate-regulated entities in the preparation of their regulatory submissions, including the provision of an outside perspective and reviewing / critiquing the submissions.• Advised utility management on regulatory issues such as potential regulatory options and the implications of regulation on the operations of their business.• Completed special studies involving costing, financial analysis and trends in rate regulated industries to support management decision-making.A Chartered Professional Accountant (CPA, CA), Mr. Browne has a Bachelor of Commerce degree and a Master of Arts degree in economics. He chaired the Canadian Institute of Chartered Accountants (CICA) Study Group that produced the research report “Financial Reporting by Rate-Regulated Enterprises”.Mr. Browne has written a number of monographs and comment papers that address issues related to rate regulation.
