Eighth US Army must be ready to conduct of decisive land operations in a Chemical, Biological and Nuclear environment; and to combat the threat of Weapons of Mass Destruction.

In my role as LNO, I employ DTRA's subject matter experts to advise the AFRICOM commander on the entire spectrum of chemical, biological, radiological, nuclear and high yield explosive threats to anticipate and mitigate future threats long before they have a chance to harm the United States and our allies. We work with the military services, other elements of the United States government, and countries across the planet on counter proliferation, nonproliferation and WMD reduction issues with one goal in mind: Making the World Safer.In 2011, I was the acting principal Liaison Officer during the crisis in Libya that involved safeguarding and removing chemical weapons materials, during an armed conflict. In 2013-2014, I coordinated DTRA's engagement in biosecurity and bio-surveillance to develop the capacity of African nations capacity to control the Ebola virus.

As the Business Development Manager for the Cloud Platform business, I led the worldwide strategy and sales execution in the Government and Defense verticals for some of the fastest growing businesses on the forefront of Microsoft's Cloud First Mobile First strategy.I managed a $1.2 billion pipeline, driving over $400 million in annual revenues. I developed a worldwide defense industry forecast that captures relevant trends in spending and IT priorities across subsidiaries and regions and developed the first strategy for capturing opportunities from Foreign Military Funding (FMF) and Foreign Military Sales (FMS).

As a manager of security cooperation programs with our African partners, I employed my understanding of investment strategy and marketing to use network effects to grow and maximize the impact of AFRICOM’s $126 million in program investments.In 2011, I managed AFRICOM’s execution of Cooperative Threat Reduction (CTR) Threat Reduction Engagement Program (TREP), a contacts program that is intended to build the pipeline of international security partners for larger investments under Nunn-Lugar CTR programs. I managed a $1.5 million budget that I was able to amplify from interagency co-investment from the National Nuclear Security Administration (NNSA), the Africa Center for Strategic Studies, and Federal law enforcement agencies, built around a common goal of countering illicit trafficking (CIT), by building African partner capacity for border security, WMD-surveillance, and intelligence sharing. We delivered five international engagements in Africa, including three regional border security conferences with participation from 35+ African nations, landing three new CTR partners and generating numerous opportunities to for future engagement.Later in 2011, I acquired an additional $1.6 million portfolio, consisting of all military-to-military (M2M) contacts in for the East Africa Regional Engagement Division. Despite the chaos caused by a budget crisis and the impact of the conflict in Somalia on our partners, I was able to sustain funding on all validated requests, while introducing new rigor in concept development of engagements to support foreign policy strategy and objectives for each country and region and made investments, calculated to have the maximum impact. For example, my decision to invest $33 thousand to assess the viability of upgrading Ethiopian Air Force’s helicopters for use with night vision technology resulted in a $9.2 million grant from the UN Global Peace Operations Initiative to make the upgrades through Foreign Military Sales (FMS).

While on active duty at AFRICOM, I planned, coordinated, and integrated interagency activities on the African continent. In 2009 I nominated AFRICOM’s top Warfighter Challenge, subsequently prioritized as the number one Warfighter Challenge in the Department of Defense (DoD) by the DoD Concept Development and Experimentation (CD&E) Executive Council. As the author of the Warfighter Challenge, I served as a mentor to design and execution of the $11 million Interagency and Multinational Information Sharing Architecture and Systems (IMISAS) experiment, conducted in Stuttgart and on the African continent in 2011.

With an intensely personal user experience, Groove’s decentralized architecture allowed users from the same or different organizations to create and invite others to shared spaces on their PCs with strong security and synchronization of changes made offline. Groove Networks was acquired by Microsoft Corporation in 2005.I joined Groove Networks just as it came out of stealth and developed its early market, as the originator and architect of its public sector business, ultimately focusing on defense, intelligence, joint and multi-national coalitions, and humanitarian assistance and disaster response. An accidental salesperson, my initial meteoric success came from my passion for collaboration that I spread through networking, accelerated through centers of influence, using the virtual collaborative environment, itself. My approach was radically different from the other 'more seasoned' sales reps and so were my results. Starting with green fields market from the 1.0 launch, I opened 50+ new customer buying accounts, identified and developed entirely from network and accounting for 35% of company revenue in the first year. Particularly in the early stage, I made an impact to many areas: I initiated FIPS 120-2 cryptographic certification and evaluation under the Common Criteria; led strategies for partner ecosystem, international programs, and interagency programs; built client relationships across a wide range of agencies, cultures, and geography. I acquired professional sales discipline, but never lost my passion for sparking the fire inside people to fuel the revolution, and it still drives me. I exceeded quota in every year, generated a $26MM USD sales pipeline, and closed $2.2MM (2x annual quota) in 2006 (top producer).

Following completion of the Military Intelligence Officer Transition Course and Military Intelligence Captain’s Career Course, I served in intelligence roles for ten years, including one year of overseas deployment in support of special operations in Africa and the Middle East. In Djibouti, I was the Deputy Director of Intelligence (J-2) for Joint Special Operations Task Force - Horn of Africa (JSOTF-HOA), tracking down violent extremists in close cooperation with other government agencies. I also served as Chief Analyst – Horn of Africa, Chief of High Value Targeting, and Joint Intelligence Center (JIC) Chief in the Directorate of Intelligence (J2) at the forward-deployed headquarters of Special Operations Command – Central Command. In the summer of 2003, my reporting of foreign fighters entering Iraq caused controversy but ultimately influenced decisions at the highest levels of the Government.

The JX was an experimental staff division, directly accountable to the four-star commander of United States Atlantic Command (later designated United States Joint Forces Command), instituted for the purpose of transforming the organization into a knowledge based organization (KBO). A seminal transformation initiative, modeled on leading-edge practices from across all industries, we were knowledge management (KM) pioneers in the Department of Defense and early proponents of KM communities of interest, across the U.S. Government.The goal of KBO transformation was to enable fast, informed decisions, increase awareness, effectiveness and agility, focus command attention and activity, and improve knowledge and information flow throughout the organization. Transformation efforts focused on removing the organizational barriers that inhibit knowledge flow, thereby enhancing organizational effectiveness. We worked throughout the organization to align rewards and incentives that promote knowledge sharing, improve and automate knowledge capture and discovery processes, and implement technology for collaboration and ad hoc teams.I joined the JX in 1998, in its second year of operation and was appointed to lead its technology design and implementation. I led the evaluation and acquisition of KM tools for search, taxonomy development, groupware, data mining, decision support, content management, and alerting. I led a team of contracted software engineers to develop KM portals and self-service collaboration websites on the intranet and extranet, primarily on the Lotus Notes Domino platform. As an Army officer, I lead and train soldiers, plan missions, and organize the internal and external affairs of the Army. A Distinguished Military Graduate of the Davidson College Army Reserve Officers Training Command (ROTC) Program, I was commissioned in the Field Artillery and earned the elite title, "Airborne Ranger," by surviving one of the world's toughest combat courses. Assigned to the 82d Airborne Division, I led an eight man airborne Fire Support Team (FIST) in combat against an armed enemy in Iraq. My subsequent positions included Support Platoon Leader and Assistant G-1 for Billeting for ROTC Advanced Camp, where within two months I conceived and implemented a computer database application that saved the Army $89,000 from a $250,000 budget, over the course of 10 weeks of billeting operations. In 1992, I led soldiers in humanitarian relief operations in South Florida, following Hurricane Andrew.
