International Security Cooperation Program ManagerUnited States Africa Command Sep 2011 - Aug 2012Stuttgart-Moehringen, DeAs a manager of security cooperation programs with our African partners, I employed my understanding of investment strategy and marketing to use network effects to grow and maximize the impact of AFRICOMβs $126 million in program investments.In 2011, I managed AFRICOMβs execution of Cooperative Threat Reduction (CTR) Threat Reduction Engagement Program (TREP), a contacts program that is intended to build the pipeline of international security partners for larger investments under Nunn-Lugar CTR programs. I managed a $1.5 million budget that I was able to amplify from interagency co-investment from the National Nuclear Security Administration (NNSA), the Africa Center for Strategic Studies, and Federal law enforcement agencies, built around a common goal of countering illicit trafficking (CIT), by building African partner capacity for border security, WMD-surveillance, and intelligence sharing. We delivered five international engagements in Africa, including three regional border security conferences with participation from 35+ African nations, landing three new CTR partners and generating numerous opportunities to for future engagement.Later in 2011, I acquired an additional $1.6 million portfolio, consisting of all military-to-military (M2M) contacts in for the East Africa Regional Engagement Division. Despite the chaos caused by a budget crisis and the impact of the conflict in Somalia on our partners, I was able to sustain funding on all validated requests, while introducing new rigor in concept development of engagements to support foreign policy strategy and objectives for each country and region and made investments, calculated to have the maximum impact. For example, my decision to invest $33 thousand to assess the viability of upgrading Ethiopian Air Forceβs helicopters for use with night vision technology resulted in a $9.2 million grant from the UN Global Peace Operations Initiative to make the upgrades through Foreign Military Sales (FMS). -
