Managed information systems and sampling processes (including information security, data chain-of-custody, procedure control, and statistical analysis oversight) for the environmental monitoring analytical laboratory operated in support of the Department of the Army chemical agent disposal system operations on Johnston Atoll. Managed related communications and reporting to Army, Air Force base operations, State of Hawaii, Department of Health and Human Services, Environmental Protection Agency, and Library of Congress. Managed all environmental monitoring analytical laboratory procedures and training operations.• Led streamlined reporting process that eliminated $10K per quarter late reporting fee that had been paid since operations originally commenced.• Designed and built wireless extension of computer network that allowed remoted data entry with corresponding 40 percent reduction in manhours for related data entry.• Implemented procedures to handle off-normal operations issues with a resultant 40 percent decrease in downtime.

Engineering design and support for several non-reactor nuclear facilities and the High Flux Isotope Reactor. Non-reactor nuclear facility support ranged from facility modifications to experimental isotope production equipment, including all phases of task management from design oversight to budgetary matters to coordination with research personnel. Additional unique activities included local network manager; web manager; environmental safety and health officer; and Local Emergency Supervisor.• Managed and led a special project management field assignment on Kwajalein Atoll in the Marshall Islands in support of the Hazardous Waste Remedial Actions Program contract with the United States Army• Creation and managed a local computer network system and services group for the Radiochemical Technology Section, including information security and internet web support for 150 users. The services established were the basis for lab-wide services for staff later established by the Oak Ridge National Laboratory information technology operations, which included services such as remote computer backup, automated computer program and operating system updates, hot-swappable equipment, and multi-user accessible databases.• Co-programmer/co-creator of a tracking and billing system for respirators used lab-wide. This system was created in 1998 and still currently in use.• Reduction of compliance issues by 20% by providing compliance oversight and verification of all facility operations with Federal, State, and Department of Energy laws/guidelines related to environmental safety and health activities.• Engineering design and support for experiments and additions at the High Flux Isotope Reactor including irradiation experiment design; verification and documentation of facility piping, control systems, and other facility systems; and equipment installation procedures.
