Represent low-income Philadelphians struggling to afford, restore and maintain access to their gas, electric and water service and engage in a wide variety of state and city policy and legislative work. As part of individual client work and systemic advocacy, regularly represent individual clients and groups in proceedings at the Pennsylvania Public Utility Commission. Serve as a member of the Public Advocate team in the Energy Unit, representing the interests of all residential customers (and some small business customers) at the Philadelphia Gas Commission and the Philadelphia Water, Sewer and Stormwater Rate Board.Coordinate much of the Energy Unit’s outreach work, including leading work on utility clinics, community education and trainings, and working with stakeholders.Supervise several Energy Unit casehandlers in their work with clients.Policy focuses include: household-level interventions to address the urban heat island effect, including year round grant assistance, access to air conditioning, affordable electricity and efficient homes; the structure and accessibility of low income bill discount programs at Philadelphia-area utilities; access to quality home repair and weatherization; and protections against termination of utility service.

Our focus at PULP is bill affordability for low-income Pennsylvanians, such that they are able to connect to and maintain affordable utility and energy services within their homes.Ongoing bill assistance, emergency hardship funds, federal LIHEAP grants, and energy efficiency work in the home all drive bill affordability. To that end, PULP advocates statewide and utility by utility for well-structured customer assistance programs, energy efficiency programs that directly target low-income residences, and LIHEAP grants.

Conducted trainings on the Affordable Care Act, reforms to Medical Assistance, and the intersection of family law and health insurance. Coordinate and supervise research projects with students in Penn Law’s Health Law and Policy Pro Bono Project. Supervise interns advising and representing clients.
