Manages United States Strategic Command (USSTRATCOM) Nuclear Operations and Policy Training Program. Leads Command-directed special study research. Authors and maintains combatant command-level nuclear enterprise forum guidance and requirements; develops solutions to complex problems identified within the nuclear enterprise; builds consensus among general/flag officers and establishes strategic deterrence roadmap; determines if USSTRATCOM units are meeting essential mission effectiveness requirements by reviewing nuclear unit assessment reports; determines impact to the nuclear command and control system, ensures positive control and nuclear surety are accepted without significant change. Creates and maintains lesson plans for, and conducts initial and recurring training on Nuclear Operations and Policy promulgated by the President of the United States, Secretary of Defense, and the Chairman of the Joint Chiefs of Staff, as well as the Nuclear Decision Handbook (NDHB) to USSTRATCOM senior leadership. Produces and distributes NDHB and training material for National Military Command System nodes, combatant commanders, and command headquarters. Leads Command-directed special study research projects on nuclear operations, policies and concepts particularly, study research projects addressing USSTRATCOM equities within the Nuclear Command and Control Systems (NCCS) and nuclear operations; evaluates current and proposed changes to policies; assures effective use of comprehensive, factual and coordinated think pieces to Command senior leader in support of Congressional testimony and presentations to the President of the United States, the Secretary of Defense, and other senior government officials; conducts analysis, coordinates positions.

Translates Presidential, Joint Staff, and CDRUSSTRATCOM nuclear guidance into operational targeting concepts. Develops nuclear ballistic missile employment strategy for the ICBM mission in the Nation's 801X nuclear war plan. Advises CDRUSSTRATCOM regarding potential impact of national policy changes upon ballistic missile planning. Lead Reserve support for ICBM nuclear capabilities; provides CJCS ballistic missile operational and technical expertise.

Conducted capability-based assessment of Department of Defense (DOD) Nuclear Command and Control (NC2), specific to the USSTRATCOM strategic deterrence NC2 mission area. Successfully coordinated with experts from the USSTRATCOM Space, Cyberspace, Global Strike, Nuclear Planning and C4ISR mission areas to substantiate substantive requirements development and planning. Gathered and analyzed extensive facts database to support analysis of new or modified software applications. Analyzed data and compared alternatives in terms of cost, time, quality and necessary equipment. Led team to draft Joint Capability Integration and Development System (JCIDS) Initial Capability Document to address capability gaps identified during the assessment study. Advocated for development and maintenance of systems requirements for the NC2 mission area to include programming system improvements and modifications. Advocated for modernization and integration of NC2 system and key national communications capabilities with USSTRATCOM and other Combatant Command command and control capabilities.

Pentagon

Identified, evaluated and advised SECAF and CSAF on future strategic issues related to the Air Force nuclear enterprise. Assessed risks associated with nuclear operations, long range plans and force structure alternatives for correction and mitigation. Advocated and protected nuclear equities through integration with planning, budgeting and war gaming communities. Supported planning and execution of Title X and other war games providing strategic deterrence insights, expertise and operational level concepts creation for nuclear deterrence operations. Provided content for and assistance with execution of the Air Force Nuclear Oversight Board (NOB), the Nuclear Issues Resolution and Integration (NIRI) board, and the Nuclear Working Group (NWG). Assisted with prioritization and coordination of nuclear related projects and research conducted in conjunction with RAND Project Air Force.

Minot Air Force Base, North Dakota

Supervised 12 officers, 5 non-commissioned officers, 1 civilian. Ran operations for 84 person squadron spanning eight Air Force specialty codes and oversaw $20M in assets as interim Operations Officer. Served as wing Senior Code Controller and primary advisor to wing leadership on all matters concerning ICBM code and critical components. Performed ICBM cryptographic coding providing positive control and nuclear surety. Operated $1.4M Wing Codes Processing System to encode ICBM enable, launch and inhibit codes for USSTRATCOM at 150 Minuteman III ICBMs and 15 launch control centers in support of OPLAN 8010. Oversaw production, control, issue and recovery of 3,500 critical and code components worth over $216M. Implemented wing codes training program for initial and recurring training affecting 300+ code handlers annually.

Minot Air Force Base, North Dakota

Supervised 42 personnel. Wing Chief of Training. Conducted initial and recurring missile crew, facility manager and site chef training. Oversaw initial and recurring training and certification of 60 instructors in 4 squadrons and provided instructional methodology and guidance. Led 36 operations group instructors. Developed and implemented wing training policy. Directed and coordinated maintenance and support activities for critical $2M combat simulator training equipment. Supervised wing's weapon system instructional programs and operations training of 224 crew and staff officers. Supervised subsistence and accounting support for the wing's 15 remotely located missile alert facilities, responsible for feeding and billeting up to 1,000 personnel. Managed crew force and operations group manning.

Selectively manned post. Operated airborne launch control system (ALCS) on USSTRATCOM airborne command post (ABNCP) responsible for nuclear command, control and communications (NC3) and force application per OPLAN 8010. Conducted initial and recurring codes and position training program for 48 ALCS crew members. Primary advisor on ICBM, space operations, missile defense, and intelligence issues to 20 general and flag officers serving as airborne emergency actions officer and presidential advisor on nuclear strike options as directed by the nuclear decision handbook. Monitored space situational awareness picture. Primary battlestaff member responsible for integrated threat warning and attack assessment (ITWAA) characterization. Provided time sensitive intelligence, attack warning, threat characterization, and battle damage assessment to airborne battle staff. Adaptive weapons planner for all U.S. nuclear forces. Maintained target and timing data base and Emergency War Order material supporting the nation's nuclear war plan. Managed Top Secret document accounts and controlled over 15,000 pages of classified material.

Program Manager of USSTRATCOM’s $42M intercontinental ballistic missile (ICBM) and submarine launched ballistic missile (SLBM) planning system. Led team of over 36 multi-service war planning experts. Coordinated with internal and external agencies on matters pertaining to hardware, software, and contractor support for Command's missile war planning missions in support of OPLAN 8044. Directed acquisition, budget, and contract activities supporting daily operations and maintenance as well as integration of new missile planning capabilities in the 10-year, $82M modernization of the Integrated Strategic Planning and Analysis Network (ISPAN). Prepared and presented program status to leadership.

Led multi-service Integrated Product Team (IPT) composed of 65 military and civilian experts charged with executing a yearly $5M budget for transformation of the Integrated Strategic Planning and Analysis Network (lSPAN) allowing more flexible and timely response to our Nation's strategic war plan. Directed acquisition, budgeting and contracting actions supporting daily operations and maintenance on OPLAN 8044 and Concept Plan 8022, and integration of new mission capabilities. Integrated separate Command databases into a single Enterprise database (EDB) housing the United States' most sensitive nuclear information.

Vandenberg Air Force Base, California

Supervised 9 officers maintaining configuration of 7 $10M simulators and 630 ICBM technical orders. Issued, tracked, and maintained technical orders and publications for 300 users for 3 ICBM weapon systems. Trained missile combat crews on maintenance, nuclear surety, JCS emergency war order procedures and positive control measures. Instructed future Air Force Space Command missile combat crew members; trained and evaluated Air Education and Training Command instructors. Administered instructor evaluations, ensuring quality training and standardized ICBM teaching techniques. Managed and developed 12K hour ICBM training schedule consisting of 18K+ events in 14 classrooms and 7 simulators monthly

Vandenberg Air Force Base, California

Conducted ICBM Initial Qualification Training (IQT) for future Air Force Space Command missile combat crew members. Taught 320 hours per course of academic training in support of three 560-hour nuclear weapon system courses. Instructed ICBM weapon system operations, emergency war orders in support of OPLAN 8044, security procedures, code and critical component control, and communications. Developed lesson plans, training scripts, supplemental training materials, study guides, appraisals, and examinations. Researched higher headquarters directives and reviews message traffic for impact on ICBM training and courseware

Conducted ICBM Initial Qualification Training (IQT) for 270 future Air Force Space Command missile combat crew members per year. Trained weapon system operations, nuclear surety, and JCS Emergency War Order (EWO) procedures. Conducted 244 hours of instruction per class in a $10M Missile Procedures Trainer (MPT) to reinforce academic training.

Select evaluator crew commander. Conducted standardization and evaluation operations in support of weapon system operation and the wing's war fighting mission for 260 crew members and staff officers. Conducted evaluations in the launch control center and missile procedures simulator to assess missile combat crew force proficiency. While on nuclear alert at the Alternate Command Post (ACP), responsible to National Command Authority (NCA) and USSTRATCOM commander for the offensive force application of 50 nuclear missiles. Monitored 150 additional ICBMs, directed 20 missile crews, and oversaw $5.4B in weapon system assets. When directed initiated retargeting and launch actions for up to 50 ICBMs.

Conducted 100+ hours of launch control center and missile procedures simulator training for 46 combat-ready squadron missile crew members. Standardized training programs and analyzed crew performance, determining areas for training improvement.
