November 1992 - July 1994. F-14 Program Manager (PMA-241), Naval Air Systems Command, Crystal City, VA. Executive manager responsible for technical and engineering management of the Navy's F-14 fighter program with direct responsibility of over $120 billion assets Navy-wide and a $253 million executable budget. Accomplishments included:* Total program control of procurement, life-cycle logistics planning, cost estimating/funding, and engineering development and integration of a sophisticated digital RF microwave system slated for deployment on multiple DoD aircraft types including F-14, F-15, F-16, and F-18.* Produced all acquisition documentation (per DoD Instruction 5000.2), resolved funding shortfalls, and achieved Milestone II approval authority to commence a $140 million EMD contract in less than 10 months.* Direct program management of F-14D fighter re-manufacture procurement contract at two competitive production sites.* Managed Post-Production shutdown contract distributing residual PLSA and Auxiliary Hardware/GFE/SE/STE assets to multiple F-14 programs resulting in millions of dollars in savings to follow-on F-14 programs.

June 1991 - November 1992. Air Officer, USS Forrestal (CV-59). Naval Officer tasked with management of the Air Department of a Navy aircraft carrier, on deck operations of over 90 fleet carrier aircraft, and a crew of 650 personnel. Responsibilities and activities included:* Managed 650 personnel in the operations and maintenance of all Air Launch and Recovery Equipment (ALRE) onboard. * Deployed in support of Desert Storm/Provide Comfort. * Performed planning and implemented ship's transition to AVT configuration after Desert Storm including:- Designed the Air Department upgrade package including a second bridal arrester, tower modernization, C-13 "wrap around" CAT consoles, and the lay-up/removal of Waist CATs. Tailored multiple Title K and D ShipAlts to the particular ship, resulting in a multimillion dollar savings. - Planned and implemented integration of Women-in-the-Navy (WINS) for the entire ship.

October 1988 - June 1991. Commanding Officer, Strike Training Squadron Twenty Two, Kingsville, TX. Chief executive in charge of $250 million flight training assets, 120 personnel, and all items which contributed to training of prospective Navy and Marine Corps fleet aviators. Accomplishments included:* Exceeded assigned Pilot Training Rate (PTR) two consecutive years.* Awarded the annual Chief of Navy Operations (CNO) Safety award twice and the prestigious Towers Safety award.* Awarded the Chief of Naval Air Training (CNATRA) training efficiency award for training excellence.* Served as Chief Training Instructor for all phases of advanced strike pilot training.

November 1986 - October 1988. Air Operations Officer, USS Independence (CV-62). Naval Officer tasked with management of Naval Air Operations for a Navy aircraft carrier and a complement of 90 fleet carrier aircraft. Responsibilities and activities included:* Maintenance Officer/Trials Coordinator for bringing the aircraft carrier out of Service Life Extension Program (SLEP) to operational status. * Developed and executed all test criteria and procedures for the ship's return to operational status including Dockside system checks, Builder's functional checks, Navy Acceptance Sea Trials, ship's crew refresher training, and two high-level Navy audit team inspections (INSURV).* Defined, authored, and managed the Post-SLEP operating schedule and mission definition for interfleet transfer and transit of the ship around the tip of South America.* Managed the integration/installation and testing of a state-of-the-art weapons suite in USS Independence including CWIS, NSSMS, SLQ-25, RAYCAS, GPS, SPS-49, ACDS Block 0, SMQ-11, TAMPS, JOTS, TFCC, TESS, JINTACCS, 15G21 and RAM replacement, and the Non-Hazardous HTDR for CWIS.* Primary manager for CNO projects involving the certification of F-14A+, F-18 LEX Fence, and initial sea trials for the SH-60F.* Provided CATTC/ATC services for sea trials, air wing refresher training, and during interfleet transfer dealt directly with officials of 21 individual nations during a trip around South America to the ship's new home port.* Leader of 400+ Operations Department personnel tasked with operations and maintenance of all electronic, navigation, and weapons systems onboard.
