Led efforts to procure supplies, services, ships/barges and vertical construction in order to support USACE, Philadelphia District's mission.

I facilitated the creation of a $10.1M operating budget for my organization across 9 unique departments. Over the course of 3 months, I facilitated meetings where I illustrated the financial "big picture" to each department across the command and helped each department head prioritize expenditure items by how they contributed to our command's broader goals--this enabled us to continue to meet our mission despite a 12% budget cut from the previous fiscal year.I supervised a team of 11 in the receipt, stowage, inventory and expenditure of a warehouse carrying $5M in maintenance parts and crucial military gear, using demand forecasting to help predict failure rates for high-rate failure repair parts for our advanced craft. We maintained 99% inventory validity, while turning over our inventory 1.5 times annually.I crafted detailed, organized performance work statements for $3M in annual contracts for procurement of services, military training, housing in various countries, outsourced maintenance on watercraft and vehicles, and personal gear and supplies, coordinating and facilitating deployments for 115 personnel across 8 countries.Facing a craft storage deficit of 14 CCA's, I Researched and submitted a written request for an unfunded need for a craft storage facility. I highlighted the dollar value and failure rates of special features and delicate electronics per craft when exposed to weather for long periods of time and demonstrated the human impact, including increased risk for safety incidents due to more frequent need to rotate craft, as well as the impact to employees if maintenance men were forced to do maintenance outside during winter months. My proposal was the only selection of 30 potential projects, winning $700k and allowing for construction of the facility in 4 months, which preserved $1M in delicate electronics systems per craft.

 As a contract administrator I negotiated, administered and executed $2 billion in government contracts for major weapons and radar systems research and development across a range of government agencies. I Ensured contract performance was compliant with the stated terms and conditions and Federal Acquisition Regulations throughout the life of the contract while tracking budget control and completion.I was hand-selected by my supervisor to form and lead the contract closeout team at DCMA Moorestown. Leading a team of 11, we were able to network with contractors and subcontractors to facilitate closure of 51 outstanding contracts in 120 days, reducing outstanding contracts by 20%, and saving $300k in potential continuing administrative costs. Our efforts ensured that our office was in compliance with this key metric (closure rate) tracked by DCMA Headquarters. We were directly recognized by the Regional Commander for having the best contract closure rate of the 30 DCMA offices in the eastern region for 2018.I Negotiated repair of mission-critical radar system with a government contractor for a deploying warship; by analyzing the financial impact to the contractor's supply line, and illustrating the maturity of the technology and overall low risk of failure to the repair process during negotiations, I was able to lower profit margin of 11.5%, down from 14% earned by the contractor in recent jobs of similar scope for the same technology, saving $450k. Recent comparable negotiations had taken up to 24 days; our negotiation was completed in 6, enabling the warship to deploy as scheduled.

I Led a team of 30 Sailors and 50 contractors in the operation of a Galley that served 2,000 meals daily to Sailors stationed at Submarine Base New London. I formulated and managed procedures for source selection, procurement, inventory control, and food safety in the Navy's third largest land-based galley.Implemented a new inventory management platform that identified excess stock, lowering necessary monthly on-hand inventory from $110K to $56K, while maintaining standards for customer service and satisfaction. Planned and executed a $1.1M renovation project, completely renovating and modernizing 10,000sqft food preparation and dining areas, extending the building's effective life by thirty years, and saving millions in construction funds by avoiding new construction.

Responsible for the coordination and scheduling of the global delivery of parts and supplies in a quick-paced and ambiguous global environment to USS Chosin. Managing a division of thirty sailors, I assigned and drove the division's worklists and priorities, as well as completing administrative work critical to their advancement and careers.When called upon to rescue a damaged Canadian Navy vessel (HMCS Protecteur), which was carrying civilians and stranded at sea with no power or ability to create fresh water, I tapped my Supply Officer Network and consolidated $10k worth of bottled water, medical supplies, and towels and toilitries overnight. Supplies were gathered, palletized and loaded onboard in less than 12 hours.
