Oversee negotiations and prepare collective bargaining agreements. Serves as a liaison with the Public Employment Relation Board (PERB) and other agencies and organizations dealing with employer/employee relations. Oversee training for principal, teachers and other management on the interpretations/adherence of contract language. Recommend Superintendent Policy and Administrative Regulations additions and changes and ensuring these changes are communicated to management. Support the Assistant Superintendent, Human Resource Services, with special projects (one-time, long-term, or on-going). Represent the Office at various community meetings and task forces.

This class is distinguished from other classes in the following ways: The Labor Relations Director requires specialized subject matter expertise in employment related matters, and provides administrative direction to in matters related to employee relations. Responsibilities include direct and indirect supervision for professional and clerical personnel, an advocate and multiple coordinators for Office investigations and administrative hearings, pertaining to employment and labor relations matters. The office conducts legal research and analysis, and understand legal concepts and terminology pertaining to labor relations, union contract, grievances, bargaining, discrimination, harassment, and retaliation cases. Most frequently meets with LACOE managers, administrators, non-management personnel, union representatives, outside legal counsel, and government agencies. Duties may include, but are not limited to the following:Advice, guidance and provide training to supervisors concerning performance management and discipline; responds to Department of Fair Employment and Housing (DFEH), Equal Employment Opportunity Commission (EEOC), and Department of Labor (DOL) complaints regarding unlawful discrimination, harassment, retaliation, and other violations of state and federal law involving classified and certificated staff; serves as advocate for the Office at various administrative proceedings, including, discipline appeal hearings before the Personnel Commission, certificated discipline proceedings before the Office Administrative Hearings, settlement, mediation, and other hearings before DFEH, EEOC, DOL, and Public Employment Relations Board (PERB); and arbitrations per union contracts; assists the Labor Relation Advocate in conducting legal research regarding issues specific to labor relations; conducts neutral fact-finding investigations pertaining to allegations of serious employee wrongdoing; provides assistance and advice in the interpretation a
